THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his request for correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show award of the Armed Forces Expeditionary Medal (AFEM) (2nd Award). 2. He states he did not realize there was a requirement to provide documentation to support both awards of the AFEM for Operation Joint Endeavor as well as Operation Just Cause. 3. He provides: * Self-authored statement * Memorandum, subject: AFEM/Shoulder Sleeve Insignia (SSI) - Operation Just Cause, dated 16 March 1990 * Officer Evaluation Report (OER) for the period 1 July 1989 through 30 June 1990 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140016708 on 2 June 2015. 2. The applicant provides a memorandum for the AFEM/SSI and his OER for the period 1 July 1989 through 30 June 1990, which the Board did not previously consider. This new evidence warrants consideration by the Board. 3. The applicant was commissioned in the Regular Army on 7 September 1978. 4. In the previous case, evidence supported the applicant's service in Bosnia-Herzegovina from on or about 27 December 1995 to 4 August 1996 and his entitlement to the AFEM. However, there was no evidence and he did not provide any to show he served in Operation Just Cause. 5. Memorandum, subject: AFEM/SSI - Operation Just Cause, dated 16 March 1990, authorized him the AFEM for his participation in Operation Just Cause. 6. His OER for the period 1 July 1989 through 30 June 1990 commented on his flawless execution under stress of Just Cause. Additionally, his rater noted that he had demonstrated the critical judgment and courage required of a commander while deployed to Panama during Operation Just Cause. 7. He was honorably retired from active duty on 30 September 1998. His DD Form 214 does not show the AFEM (2nd Award). REFERENCES: Army Regulation 600-8-22 (Military Awards) states the AFEM is authorized for qualifying service after 1 July 1958 in military operations within specific geographic areas during specified time periods. An individual, who was not engaged in actual combat or equally hazardous activity, must have been a bona fide member of a unit participating in, or be engaged in the direct support of, the operation for 30 consecutive or 60 nonconsecutive days provided this support involved entering the area of operations. Operation Just Cause is a designated U.S. military operation for the period 20 December 1989 to 31 January 1990 and Operation Joint Endeavor and Joint Guard from 1 June 1992 to 20 June 1998. DISCUSSION: The applicant provided a memorandum for the AFEM/SSI, which awarded him the AFEM for his participation in operation Just Cause and his OER documents his performance while deployed to Panama during Operation Just Cause.
