The Board determined that the evidence presented was sufficient to warrant a recommendation for relief.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by amending his Enlisted Record Brief to show his home of record as Festus, MO.

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant requests correction of his Enlisted Record Brief (ERB) to show his home of record (HOR) as Festus, MO.

2.  The applicant states:

	a.  His ERB shows his current HOR as Richmond, KY, but his DD Form 4 (Enlistment/Reenlistment Document – Armed Forces of the United States) shows his correct HOR as Festus, MO.

	b.  His ERB is incorrect because he entered the service from Festus, MO.

3.  The applicant provides:

CONSIDERATION OF EVIDENCE:

1.  Item 3 (Current Address) of the applicant's DD Form 1966 (Record of Military Processing – Armed Forces of the United States), dated 19 June 2014, shows his address as Festus, MO, at the time of enlistment.  Item 4 (HOR) shows an address in Richmond, KY.

2.  He enlisted in the U.S. Army Reserve under the Delayed Entry Program for a period of 8 years on 19 June 2014.  Item 3 (HOR) of his DD Form 4 shows an address in Festus, MO.

3.  He was discharged from the U.S. Army Reserve on 5 October 2014 for immediate enlistment in the Regular Army.  He enlisted in the Regular Army on 6 October 2014 for a period of 3 years and 39 weeks in pay grade E-4.

4.  His ERB, dated 29 June 2015, shows his HOR as Richmond, KY.

REFERENCES:

Army Regulation 600-8-104 (Army Military Human Resource Records Management) states the term "home of record" means the place (city and state or country) recorded as the home of the individual when commissioned, reinstated, appointed, reappointed, enlisted, reenlisted, inducted, or ordered into the relevant tour of active duty.  Official source documents include the DA Form 71 (Oath of Office – Military Personnel), active duty letter/order, appointment order, DD Form 4, or DD Form 1610 (Request and Authorization for TDY (temporary duty) Travel of DOD (Department of Defense) Personnel).

DISCUSSION:

1.  The applicant's ERB shows his HOR as Richmond, KY.

2.  He contends his correct HOR is Festus, MO, and his DD Form 4 supports his contention.
