Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show in item 11 (Primary Specialty) that she served in military occupational specialty (MOS) 60W (Psychiatrist) for 8 years and 18 days vice 4 years. 2. The applicant states her DD Form 214 shows she had been a psychiatrist with MOS 60W for a total of 4 years. However, she was a psychiatrist with that MOS for a total of 8 years and 18 days, the total time of her active duty service. 3. The applicant provides her DD Form 214, Officer Record Brief (ORB), and a certificate. CONSIDERATION OF EVIDENCE: 1. The applicant attended medical school at the University of Vermont from fall 2001 to spring 2005. 2. On 13 April 2005, she was appointed as a captain (CPT) Reserve officer in area of concentration (AOC) 60W. She was to be credited with 4 years of service upon her graduation date. 3. On 22 May 2005, she was awarded a Doctor of Medicine degree from the University of Vermont. 4. She entered active duty in the rank of CPT on 14 June 2005 and was assigned to the Walter Reed Army Medical Center (WRAMC) Student Detachment, Washington, DC, in AOC 60W as a psychiatry intern. 5. In a memorandum from the U.S. Army Human Resources Command (HRC), dated 6 September 2005, she was congratulated for her recent selection for the Army Graduate Medical Education (GME) residency training in psychiatry at WRAMC. She was informed that participation in the GME program incurred an additional active duty service obligation (ADSO). Her training program was to begin on 1 July 2005 and end on 30 June 2009 (emphasis added). Should she accept the training her new ADSO would end on 30 June 2013. On 29 September 2005, she acknowledged acceptance of the training and adjusted ADSO. 6. The applicant provides a certificate from the National Capital Consortium that shows she successfully completed her residence training in psychiatry at WRAMC/National Naval Medical Center from 1 July 2005 to 30 June 2009. 7. On 31 July 2009, she was assigned to the U.S. Army Medical Department Activity (MEDDAC), Fort Knox, KY, as a psychiatrist. She was promoted to the rank of major (MAJ) in the Regular Army on 14 June 2011. 8. She was honorably released from active duty on 1 July 2013 in the rank of MAJ and she was transferred to the U.S. Army Reserve. She completed 8 years and 18 days of creditable active service. 9. Item 11 of the DD Form 214 she was issued shows the entry "60W9B Psychiatrist - 4 years, 0 months." 10. The applicant provides her ORB, dated 5 April 2013, wherein it shows she was assigned on: * 13 June 2005, to WRAMC Student Company as an psychiatry intern * 1 July 2006, to WRAMC Company B as an psychiatry resident * 31 July 2009, to MEDDAC, Fort Knox as a psychiatrist REFERENCES: Army Regulation 635-5 (Separation Documents) then in effect prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. The regulation stated for item 11, enter the titles of all MOSs or AOCs awarded and held for at least 1 year during the current period of service and include for each MOS/AOC the number of years and months held. For time determination, 16 or more days counts as a month. Do not count time in training (basic training, advanced individual training, or MOS/AOC producing school). Primary specialty MOS or AOC is awarded by Service school completion or by publication of orders awarding the MOS/AOC. DISCUSSION: The evidence of record confirms the applicant entered active duty on 14 June 2005 for training in AOC 60W. She attended the WRAMC resident training in psychiatry and successfully completed the training on 30 June 2009. She served in the Army as a psychiatrist from 1 July 2009 until her release from active duty on 1 July 2013.
