THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his application to correct his DD Form 214 to show he completed his initial enlistment with an honorable characterization of service. 2. The applicant states: a. He has tried to get this corrected in the past, however each application has resulted in only partial corrections. b. Department of Veterans Affairs (VA) will not allow him to enroll unless his DD Form 214 shows the dates of his first term of service dates and its character of discharge. 3. The applicant provides– * DD Form 215 (Correction to DD Form 214) dated 30 January 2015 * DD Form 4 (Enlistment/Reenlistment Document Armed Forces of the United States, dated 27 April 2006 CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140016564 on 28 April 2015. 2. A DD Form 4/1 shows the applicant enlisted in the U. S. Army Reserve Delayed Entry Program on 17 October 2002. 3. A DD Form 4/3 shows he enlisted in the Regular Army (RA) for a period of 4 years on 27 June 2003. 4. On 26 April 2006 the applicant’s commander completed a DA Form 3340 (Request for Reenlistment or Extension in the Regular Army). The commander stated the applicant was fully qualified to reenlist in the active component and then approved the request. A DD Form 4 shows he reenlisted in the RA for a period of 5 years on 27 April 2006. There is no evidence a DD Form 214 was issued for his period of active service from 27 June 2003 to 26 April 2006. 5. A DD Form 2707 (Confinement Order) dated 6 January 2010 shows the applicant was placed into confinement as a result of a general court-martial sentence adjudged that same day. His sentence also included a bad conduct discharge. 6. On 15 November 2013, the applicant was discharged from the Army. His DD Form 214 shows he entered active duty on 27 June 2003. Item 18 (Remarks), as corrected by a DD Form 215, includes the statement "Member has completed first full term of service." REFERENCES: Army Regulation 635-5 (Separation Documents) in effect at the time provided detailed instructions for completing the DD Form 214.  The DD Form 214 is a summary of a Soldier's most recent period of continuous active duty. It provides a brief, clear-cut record of active duty service at the time of release from active duty, retirement, or discharge. For Item 18 mandatory entries included the following: Soldier (has) (has not) completed first full term of service. For enlisted Soldiers who have previously reenlisted without being issued a DD Form 214 and are separated with any characterization of service except "Honorable," enter "Continuous honorable active service from (first day of service for which a DD Form 214 was not issued) until (date before commencement of current enlistment)." Then enter the specific periods of reenlistments. DISCUSSION: The governing regulation at the time stated that for enlisted Soldiers who had previous reenlistments and were not issued a DD Form 214 for those enlistment periods and who then were subsequently separated with any characterization of service except honorable, enter the statement "Continuous Honorable Active Service From" (first day of service for which DD Form 214 was not issued) until (date before commencement of current enlistment).? The available evidence shows the applicant entered active duty in the RA on 27 June 2003 and reenlisted on 27 April 2006.
