THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her military records to show her home of record as Koror, Palau, instead of Beaumont, TX. 2. The applicant states she left Koro, Palau [and moved] to Beaumont, Texas to enlist in the Army. She lived in Beaumont, Texas for only 3 months prior to attending basic combat training. Her cousin moved away from Beaumont, Texas, and she has no family there nor does she know anyone there. 3. The applicant provides: * memorandum, dated 29 October 2012, subject: Request for Name Change * Certificate of Live Birth * High School Diploma * DD Form 93 (Record of Emergency Data) CONSIDERATION OF EVIDENCE: 1. The applicant was born in Koror, Palau, and she completed her high school education there. 2. She enlisted in the U.S. Army Reserve (USAR) Delayed Entry Program (DEP) on 5 February 2008. In conjunction with her enlistment, she completed a security clearance application, in which she stated she had lived in Beaumont, Texas, since 14 November 2007. 3. She completed her DD Form 1966/1 (Record of Military Processing – Armed Forces of the United States) on 5 February 2008, wherein she listed her residence and home of record as Beaumont, Texas. 4. She enlisted in the Regular Army on 13 February 2008. Her DD Form 4/1 (Enlistment/Reenlistment Document – Armed Forces of the United States) shows her home of record as Beaumont, Texas. 5. She reenlisted on 18 January 2010. Her DD Form 4/1 for this reenlistment shows her home of record a Beaumont, Texas. She is currently serving on active duty in the Regular Army. 6. She provided a DD Form 93, dated 26 March 2015, and highlighted the following statement: "Soldier wishes to go to Koror, Palau, due to being born there and her family being there." 7. The Joint Federal Travel Regulation (JFTR) defines home of record as the place recorded as the individual's home when commissioned, appointed, enlisted, inducted, or ordered into a tour of active duty. The JFTR also provides that the place recorded as the individual's home when reinstated, reappointed, or reenlisted remains the same as that recorded when commissioned, appointed, enlisted or inducted or ordered into the tour of active duty unless there is a break in service of more than one full day. Only if a break in service exceeds one full day may the member change the home of record. DISCUSSION AND CONCLUSIONS: 1. The evidence of record shows the applicant was living in Beaumont, Texas, at the time she enlisted into the USAR DEP and the Regular Army. She completed a DD Form 1966/1 on 5 February 2008 upon her enlistment into the USAR DEP and listed Beaumont, Texas, as her home of record. 2. She enlisted in the Regular Army and entered active duty on 13 February 2008 from Beaumont, Texas. She reenlisted on 18 January 2010 without a one day break in service. Her reenlistment DD Forms 4 show her home of record as Beaumont, Texas. 3. There appears to be no error in the home of record recorded in her military records. As she did not have a one day break in service when she reenlisted in 2010, she cannot change her home of record as recorded on her initial enlistment application based on Federal regulations.
