The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding award of the Noncommissioned Officer Professional Development Ribbon to his DD Form 214 for the period ending 3 August 2014. 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty) for the period ending 3 August 2014 to show award of the Order of the Spur and Noncommissioned Officer Professional Development Ribbon (NCOPDR). 2. The applicant states he was awarded the Order of the Spur for combat operations on 25 May 2012. He completed the Warrior Leader Course on 22 January 2011 which is the requirement for the NCOPDR. 3. The applicant provides: * Order of the Spur Certificate * Warrior Leader Course diploma CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Louisiana Army National Guard (LAARNG) on 25 July 2002. He was promoted to sergeant effective 15 August 2006. 2. He was ordered to active duty as a member of the LAARNG in support of Operation Iraqi Freedom on 5 January 2010. He served in Iraq from 10 March 2010 to 12 December 2010. 3. He provided a diploma from the 1st Noncommissioned Officer Academy Battalion, 199th Regiment, LAARNG, dated 22 January 2011, showing he completed the Warrior Leader Course. 4. On 8 February 2011, he was honorably released from active duty. His DD Form 214 for the period ending 8 February 2011 does not show the NCOPDR as an authorized award. 5. He was ordered to active duty as a member of the LAARNG in support of Operation Enduring Freedom on 14 August 2011. He served in Afghanistan from 27 September 2011 to 10 August 2012. 6. He provided a certificate from the 3rd Squadron, 73rd Cavalry Regiment (Airborne), dated 25 May 2012, stating he was entered into the rolls of the Order of the Spur for combat operations in Afghanistan. 7. On 24 November 2012, he was honorably released from active duty. Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbons Awarded or Authorized) of his DD Form 214 for the period ending 24 November 2012 does not show the NCOPDR as an authorized award. 8. He was ordered to active duty as a member of the LAARNG in support of Operation Enduring Freedom on 15 August 2013. He served in Kuwait from 24 September 2013 to 8 June 2014. 9. On 3 August 2014, he was honorably released from active duty. His DD Form 214 for the period ending 3 August 2014 does not show the Order of the Spur or NCOPDR as authorized awards. 10. He was honorably discharged from the LAARNG on 24 August 2015. 11. His records contain a memorandum from the LAARNG, dated 2 October 2015, showing he was authorized to wear the NCOPDR as verified by source documents on file for his military service. REFERENCES: 1. Army Regulation 600-8-22 (Military Awards) prescribes Army policy, criteria, and administrative instructions concerning individual and unit military awards. a. The NCOPDR is awarded to Active Army, Army National Guard, and U.S. Army Reserve Soldiers for successful completion of designated noncommissioned officer professional development courses. The NCOPDR consists of the basic ribbon with numeral devices of 2, 3, or 4, which signify satisfactory completion of the respective levels of NCO professional development courses as follows: * basic ribbon – primary level * 2 – basic level * 3 – advanced level * 4 – senior level b. The Order of the Spur is not an authorized award. 2. Army Regulation 635-8 (Separation Processing and Documents) states to list all Federally recognized awards and decorations for all periods of service in item 13. DISCUSSION: 1. Army Regulation 600-8-22 does not show the Order of the Spur as an authorized award. 2. The evidence of record shows the applicant completed the Warrior Leader Course on 22 January 2011, which authorizes him award of the NCOPDR.
