BOARD DETERMINATION/RECOMMENDATION:

The Board determined the evidence presented is sufficient to warrant amendment of the ABCMR's decision in Docket Number AR20140001096, dated 25 September 2014.  As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by adding the Belgian Fourragere to the former service member’s WD AGO Form 53-55.

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

1.  Application for correction of military records (with supporting documents provided, if any).

2.  Military Personnel Records and advisory opinions (if any).

THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE:

1.  The applicant, the son of a deceased former service member (FSM) requests reconsideration of his earlier request for correction of the FSM's military records by showing award of the Belgian Fourragere.

2.  The applicant makes no additional statement.

3.  The applicant provides:

* Attestation, Kingdom of Belgium, dated 19 September 2014
* Citation from the Embassy of Belgium, dated in 1945 (two pages)
* Letter from the Veterans of the Battle of the Bulge, Inc, dated 14 October 2015
* Certificate for award of The Belgian Fourragere 1940 from the Embassy of Belgium, Washington D.C., dated 21 January 2015

CONSIDERATION OF EVIDENCE:

1.  Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140001096, 25 September 2014.

2.  The applicant has provided additional documentation from the Embassy of Belgium that requires consideration by the Board.
3.  In the applicant's earlier case, the Board determined that the FSM's unit was cited twice in the Order of the Day; however, the FSM was present for only one of the days.  Accordingly, the Board denied this portion of the case.

4.  On 21 January 2015, the Belgian Government presented a certificate to recognize the FSM for his meritorious service in Belgium during the Battle of the Bulge and awarded him The Belgium Fourragere 1940.

DISCUSSION:

In view of the recent actions by the Belgian Government, it appears the Belgium Fourragere could be added to the FSM's WD AGO Form 53-55 (Enlisted Record and Report of Separation Honorable Discharge).
