Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty), ending 24 September 2015, to show the second award of the Army Reserve Components Achievement Medal. He also requests this award be added to his official military personnel file (OMPF). 2. The applicant states, in effect, both his DD Form 214 and his OMPF are missing his second Army Reserve Components Achievement Medal. 3. The applicant provides: * DD Form 214 for the peroid ending 24 September 2015 * memorandum for record, dated 3 August 2013, Subject: Army Reserve Component Achievement Medal * memorandum for record, dated 7 November 2014, Subject: Army Reserve Component Achievement Medal (ARCAM) CONSIDERATION OF EVIDENCE: 1. With regard to the applicant's request to add his second Army Reserve Component Achievement Medal to his OMPF, paragraph 2-5, Section II, Army Regulation 15-185 (Army Board for Correction of Military Records (ABCMR)), the regulation under which this Board operates, states the Board will not consider any requests when it determines all administrative remedies have not been exhausted. He presents no evidence he attempted to have this award added through his Troop Program Unit's (TPU) supporting personnel section, and such attempt was refused. As such, this request will not be further addressed in this Record of Proceedings. 2. The applicant enlisted in the U.S. Army Reserve on 20 December 2006 to serve as a member of a TPU. After initial training, he was awarded military occupational specialty 68P (Radiology Specialist). He is currently serving in a TPU. 3. Memorandum, dated 3 August 2013, subject: Army Reserve Components Achievement Medal, awarded the applicant the Army Reserve Components Achievement Medal for the period December 2006 to December 2009. 4. He was ordered to active duty in support of Operation Enduring Freedom on 28 August 2014. 5. Memorandum, dated 7 November 2014, subject: Army Reserve Components Achievement Medal (ARCAM), awarded him the Army Reserve Components Achievement Medal for the period 20 December 2009 to 19 December 2012. 6. He was honorably released from active duty on 24 September 2015 due to completion of required active service. His DD Form 214 shows he completed 1 year and 24 days of net active creditable service for the period of the report. Item 13 (Decorations, Medals, Badges, Citations, and Campaign Ribbon Awarded or Authorized) lists the following: * Army Commendation Medal (1st Award) * Army Achievement Medal (2nd Award) * Army Reserve Components Achievement Medal (1st Award) * National Defense Service Medal * Global War on Terrorism Service Medal * Noncommissioned Officer Professional Development Ribbon * Army Service Ribbon * Overseas Service Ribbon * Armed Forces Reserve Medal with M Device * Military Outstanding Volunteer Service Medal * German Armed Forces Proficiency Badge in Silver REFERENCES: 1. Army Regulation 600-8-22 (Military Awards) prescribes policies and procedures for military awards. It states, the Army Reserve Components Achievement Medal is authorized for award to Army Reserve Component personnel for exemplary behavior, efficiency, and fidelity while serving as a member of an Army Reserve TPU. Beginning on 28 March 1995, the period of qualifying service for award of the Army Reserve Components Achievement Medal was reduced from 4 to 3 years. A bronze oak leaf cluster is awarded to denote the second and succeeding awards of the Army Reserve Components Achievement Medal. 2. AR 635-8 (Separation Processing and Documents) prescribes policy and gives guidance for the completion of the DD Form 214. It states item 13 will list all Federally recognized awards and decorations for all periods of service. DISCUSSION Memoranda confirm the applicant was awarded two Army Reserve Components Achievement Medals.
