Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of her DD Form 214 (Certificate of Release or Discharge from Active Duty) to show her foreign service in Afghanistan. 2. The applicant states her DD Form 214 does not reflect her deployment to Afghanistan. She applied, but was unable to receive health-care through the Department of Veterans Affairs (VA). 3. The applicant provides: * Orders SB-307-0314, issued by Headquarters, U.S. Army Garrison – Hawaii on 3 November 2011 * Orders C2-318-108, issued by Headquarters, U.S. Army Garrison – Hawaii on 14 November 2011 * DD Form 214 for the period ending 27 April 2013 CONSIDERATION OF EVIDENCE: 1. The applicant enlisted in the Regular Army on 18 November 2009. 2. Defense Finance and Accounting Service (DFAS) records confirm she received hostile fire pay/imminent danger pay (HFP/IDP) and combat zone tax exclusion (CZTE) for service in Afghanistan from 15 January 2012 through 25 April 2012, a period of 3 months and 11 days. 3. The applicant's Enlisted Record Brief (ERB), dated 28 March 2013, shows she served in Afghanistan from on or about 18 January 2012 through on or about 19 April 2012, while assigned to Company B, 209th Support Battalion. 4. The applicant's DD Form 214 shows she was honorably released from active duty on 27 April 2013. Her DD Form 214 does not show any entries that indicate she deployed in support of any named operation(s). 5. General Orders Number 2014-52, issued by Headquarters, Department of the Army on 8 July 2014, announced award of the Meritorious Unit Commendation (MUC) to the 209th Support Battalion for exceptionally meritorious service from 4 February 2012 through 2 January 2013. REFERENCES: 1. Army Regulation 600-8-22 (Military Awards) states: a. The Afghanistan Campaign Medal is awarded to members who have served in direct support of Operation Enduring Freedom (OEF). The area of eligibility encompasses all the land area of the country of Afghanistan and all air spaces above the land area. The period of eligibility is on or after 11 September 2001 to a future date to be determined by the Secretary of Defense or the cessation of OEF. A bronze service star is authorized for wear with this medal for participation in each credited campaign. During his service in Afghanistan, participation credit was awarded for the following campaign: Transition I (1 July 2011 - date to be determined). b. The MUC is awarded to units for exceptionally meritorious conduct in the performance of outstanding services for at least 6 continuous months during the period of military operations against an armed enemy occurring on or after 1 January 1944. Units based in the continental United States are excluded from this award, as are other units outside the area of operations. 2. Army Regulation 635-5 (Separation Documents) prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It provided standardized policy for the preparation of the DD Form 214. Preparers of the DD Form 214 will use Block 12f to enter the total amount of service performed outside the continental United States during the period. Preparers of the DD Form 214 will use block 18 to show an entry for an active duty Soldier who deployed to a foreign country with his or her unit during their continuous period of active service by entering the statement "SERVICE IN (name of country deployed) FROM (inclusive dates for example, YYYYMMDD-YYYYMMDD)." DISCUSSION: 1. DFAS records confirm the applicant received HF/IDP and CZTE for service in Afghanistan from 15 January 2012 through 25 April 2012. However, this period of foreign service and its location was not entered on her DD Form 214 as required by regulation. 2. Based on the applicant’s service in Afghanistan, she participated in one campaign. As authorized by regulation, her DD Form 214 should reflect the Afghanistan Campaign Medal with one bronze service star in recognition of her campaign participation. 3. Department of the Army general orders awarded her unit of assignment in Afghanistan the MUC during the period in which she was assigned.
