Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his previous request to correct his DD Form 214 (Certificate of Release or Discharge from Active Duty) to reflect his active service from October 1987 through December 1991, including his service in support of Operations Desert Shield/Desert Storm. 2. The applicant states: * he is very disappointed with the denial of his previous request * he understands the Board followed established procedures * he has a right to request reconsideration of his case within 1 year, but he must present new evidence * he has provided supporting documents from the Department of Veterans Affairs (VA) 3. The applicant provides: * VA letter, dated 29 November 2015, that shows his dates of active service * VA letter, dated 29 November 2015, that shows he served honorably * two VA extracts showing service dates CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records in Docket Number AR20150005194 on 17 November 2015. 2. The applicant has previously been denied a correction to his DD Form 214 because his record failed to show evidence of an error or injustice. His request meets the criteria for a request for reconsideration and warrants consideration by the Board. 3. A DD Form 214, issued on 23 June 1987, shows he served on initial active duty for training as an Army Reservist from 17 February to 23 June 1987 in pay grade E-1. He completed 4 months and 7 days of active service during this period. He was awarded military occupational specialty 71G (Patient Administration Specialist). 4. A DA Form 4651-R (Request for Reserve Component Assignment or Attachment), dated 7 October 1987, shows he was discharged from his Reserve assignment for the purpose of enlistment in the Regular Army. 5. His Interactive Personnel Electronic Records Management System record contains a DD Form 214 showing he served in an active duty status from 8 October 1987 to 7 October 1991. He completed 4 years of net active service during this period and he had 4 months and 7 days of prior active service. This DD Form 214 also shows in item 18 (Remarks) "SERVICE IN SOUTHWEST ASIA 900921 TO 910421." This foreign service equals 7 months and 1 day. 6. In support of his request the applicant provides a VA letter, dated 29 November 2015, that shows he completed honorable active service from: * 17 February 1987 through 23 June 1987 * 8 October 1987 through 7 October 1991 7. He also provides two extracts from what appears to be a VA database showing various dates of service. REFERENCES: Army Regulation 635-5 (Separation Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, release from active service, or control of the Active Army. It establishes standardized policy for preparing and distributing the DD Form 214 and states the DD Form 214 is a summary of a Soldier's most recent period of continuous active service. It provides a brief, clear-cut record of active service at the time of release from active duty, retirement, or discharge. DISCUSSION: 1. The applicant requests correction of his DD Form 214 to reflect active service from October 1987 through December 1991, including his service in support of Operations Desert Shield/Desert Storm. 2. The available evidence does not show the applicant served in an active duty status after 7 October 1991. 3. The available evidence shows he served in an active duty status from 17 February to 23 June 1987 for completion of training. He also served in an active duty status from 8 October 1987 to 7 October 1991. He was issued DD Forms 214 for both periods of active service and the DD Form 214 for the period ending 7 October 1991 properly shows his service in Southwest Asia (Operations Desert Shield/Desert Storm). 4.
