Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of item 11 (Primary Specialty) of his 30 May 2015 DD Form 214 (Certificate of Release or Discharge from Active Duty). 2. The applicant states item 11 shows he held military occupational specialty (MOS) 92G3O (Food Service Specialist) for 9 years and 4 months. However, he held MOS 13B (Cannon Crewmember) during the period 21 January 2006 to 30 June 2011 and then MOS 92G during the period 1 July 2006 to 30 May 2015. 3. The applicant provides no documentary evidence in support of his application. CONSIDERATION OF EVIDENCE: 1. The applicant had prior honorable enlisted service in the Army National Guard (ARNG) of the United States and in the Arizona ARNG from 17 July 2003 through 4 October 2007. He completed the Cannon Crewmember course and was awarded primary MOS (PMOS) 13B1O on 20 March 2004. 2. He enlisted in the Regular Army on 5 October 2007 for a period of 6 years. 3. He was promoted to: * sergeant (E-5) and awarded PMOS 13B2O effective 1 July 2007 * staff sergeant (E-6) and awarded PMOS 13B3O effective 1 March 2010 4. On 30 September 2010, the applicant was issued a physical profile (PULHES: 111311) for high frequency bilateral sensorineural hearing loss. a. He was notified of his pending MOS Medical Retention Board (MMRB) and indicated he desired to be reclassified into another MOS. b. His commander and the MMRB recommended approval of the applicant's reclassification into another PMOS. c. The Commander, Fort Riley, KS, approved the MMRB proceedings on 15 December 2010. 5. A DA Form 1059 (Service School Academic Evaluation Report) shows the applicant completed the Food Service Specialist course on 30 June 2011. 6. On 1 December 2014, a Physical Evaluation Board (PEB) found the applicant physically unfit and recommended he be placed on the Temporary Disability Retired List (TDRL). The PEB proceedings show he held PMOS 92G. 7. The applicant's Enlisted Record Brief, dated 1 June 2015, shows in Section I (Assignment Information): * PMOS: 92G * Secondary MOS (SMOS): is blank (i.e., no entry) 8. The applicant's DD Form 214 shows he entered active duty this period on 21 January 2006, was honorably retired on 30 May 2015, and transferred to the TDRL. He had completed 9 years, 4, months, and 10 days of net active service this period. It also shows in item 11, "92G3O Food Service Specialist – 9 Years, 4 Months." 9. A review of the applicant's military personnel records failed to reveal a copy of any orders awarding him PMOS 92G3O. 10. The applicant was removed from the TDRL on 14 March 2016 and permanently retired effective 15 March 2016. REFERENCES: Army Regulation 635-8 (Separation Processing and Documents) prescribes the separation documents that must be prepared for Soldiers on retirement, discharge, or release from active duty service or control of the Active Army. a. Chapter 5 (Preparing Separation Documents) establishes standardized policy for preparing and distributing the DD Form 214. The purpose of a separation document is to provide the individual with documentary evidence of their military service at the time of separation. Therefore, it is important the information entered thereon is complete and accurate as of that date. b. The rules for completing item 11 show, in pertinent part, enter the titles of all MOSs awarded and held for at least 1 year during the current period of service and include for each MOS the number of years and months held. For time determinations, 16 or more days counts as a month. Do not count time in training (e.g., MOS-producing school). PMOS is awarded by service school completion or by publication of orders awarding the MOS. DISCUSSION: 1. The applicant contends, in effect, that his 30 May 2015 DD Form 214 should be corrected to show he held MOS 92G3O and MOS 13B3O, along with the correct periods of time he held the MOSs. 2. Records show the applicant entered active duty this period on 21 January 2006. At the time he held PMOS 13B1O. He continued to serve in MOS 13B and was awarded PMOS 13B3O upon promotion to grade E-6. 3. Then, based on the applicant's physical profile, action was taken to reclassify him into another MOS. a. He completed the Food Service Specialist course and qualified for award of PMOS 92G on 30 June 2011. b. The evidence of record shows the PMOS is awarded by service school completion or by publication of orders awarding the MOS. c. His Enlisted Record Brief shows he held PMOS 92G; however, he did not hold an SMOS. d. Item 11 of his DD Form 214 shows he held MOS 92G3O (Food Service Specialist) for 9 Years, 4 Months. 4. The evidence of record shows the applicant held MOS 13B from 21 January 2006 to 30 June 2011 and PMOS 92G from 30 June 2011 to 30 May 2015. a.
