Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1.  The applicant requests Board Certification Pay (BCP) for the period 1 January 2014 to 25 February 2015. 2.  The applicant states she completed her board certification in October 2013. However, she has documentation of her board certification dated only "2013." Because she submitted a request for board certification to the finance office on 14 January 2016 at 4:12 p.m., with additional information provided on 24 February 2016 at 5:16 a.m. via email, the finance department was able to back date the certification 1 year with an effective date of 25 February 2015. She was advised that their office "can go back 1 year. Any period before that date the Army Board [for] of Corrections [of Military Records] may be petitioned." Therefore, she is petitioning to receive payment of Internal Medicine Board Specialty Pay for the period 1 January 2014 to 25 February 2015. 3.  The applicant provides a series of emails and an American Board of Internal Medicine Verification of Certification Status. CONSIDERATION OF EVIDENCE: 1.  The applicant is currently serving on active duty in the rank of major. She is assigned as a physician at Landstuhl Regional Medical Center, Germany. 2.  During the processing of this case, an advisory opinion was obtained from the Chief, Army Medical Department Special Pay Branch, Office of the Surgeon General (OTSG). It states: a.  Requests for the entitlement category of BCP are initiated by the officer through their command's supporting Human Resource/Personnel/S-1 office. If board certification renewals are issued, officer must also submit renewal documentation to ensure BCP continues uninterrupted. Receipt of monthly BCP can be verified by the officer by reviewing their monthly Leave and Earnings Statement entitlements column. b.  A review of supporting documentation and available special pay and finance data indicates that upon notification BCP was not being paid, this office authorized retroactive payments for BCP starting 25 February 2015 with a 31 December 2016 expiration. There was no record of submission, authorization, or payment of BCP for the requested period. c.  With submission, renewals, and monitoring, the applicant would have been eligible to receive BCP for the missing 13 months and 24 days, totaling approximately $2,875. The exact payment would be determined by the Defense Finance and Accounting Services utilizing a Health Professions Pay Entry Date or finance Medical Special Pay Date of 9 June 2010 for the correct pay rates. REFERENCES: Title 37, U.S. Code, sections 301d, 302, 302f, and 303a, provide for multi-year retention bonuses and special pay for medical officers and health professionals of the Armed Forces. For Army Medical Corps officers (physicians), this special pay includes BCP which is paid monthly to all board-certified Medical Corps officers based upon their date of board certification and their creditable service used to establish the Health Professions Pay Entry Date. DISCUSSION: The OTSG database confirms the applicant met the requirements and was eligible to receive BCP for the period 1 January 2014 to 25 February 2015.
