Board Determination/Recommendation 2. Evidence and Consideration BOARD DATE: 31 October 2017 DOCKET NUMBER: AR20160004857 BOARD DETERMINATION/RECOMMENDATION: The evidence presented does not demonstrate the existence of a probable error or injustice. Therefore, the Board determined that the overall merits of this case are insufficient as a basis to amend the decision of the ABCMR set forth in Docket Number AR20140005681, dated 12 November 2014. ______________x___________ CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case. BOARD DATE: 31 October 2017 DOCKET NUMBER: AR20160004857 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests reconsideration of his earlier request to correct his DD Form 214 (Certificate of Release or Discharge from Active Duty) to show his social security number (SSN) as recorded on his social security card. 2. The applicant states his record is not a true record because his SSN is incorrect. 3. The applicant provides a copy of his DD Form 214 and his social security card, issued on 12 September 2013. CONSIDERATION OF EVIDENCE: 1. Incorporated herein by reference are military records, which, were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140005681, dated 12 November 2014. 2. The applicant provides his social security card as new evidence. The Board did not previously consider this evidence. 3. ABCMR Docket Number AR20140005681 states the applicant enlisted with and consistently used an SSN (569-XX-XXXX) during his military service that he now claims to be incorrect. The Board concluded that it would not be in the interest of the Army to change its records because the applicant had not provided a compelling reason to do so. Accordingly, it denied the applicant's request. 4. The applicant's current social security card, dated 12 September 2013, reflects his SSN as 602-XX-XXXX. REFERENCES: Army Regulation 635-5 (Separation Documents), in effect at the time, established standardized policy for preparing and distributing the DD Form 214. The purpose of the separation document is to provide an individual with documentary evidence of his or her military service. It is important that information entered on the form is complete and accurate. DISCUSSION: 1. The applicant contends that the Board should correct his DD Form 214 to show his SSN as recorded on his social security card. 2. The applicant provided his social security card; however, he did not provide any evidence to show he used the SSN this card reflects during the period of his military service. 3. For historical purposes, the Army has an interest in maintaining the accuracy of its records. In this regard, the data and information contained in those records should reflect the conditions and circumstances that existed at the time the records were created. In the absence of a showing of material error or injustice, there is a reluctance to recommend that those records be changed. 4. The applicant is advised that a copy of the original decisional document as well as these proceedings will be placed in his military records to serve as clarification concerning any possible confusion regarding the difference in his SSN. //NOTHING FOLLOWS// ABCMR Record of Proceedings AR20150000953 Enclosure 1 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS ABCMR Record of Proceedings (cont) AR20160004857 2 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS Enclosure 1 ABCMR Record of Proceedings (cont) AR20160004857 2 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS Enclosure 2
