Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests, retroactive Board Certification Pay (BCP). 2. The applicant states she is a board certified Otolaryngologist. She passed her boards in June 2014 and she has never received BCP. She submitted a pay inquiry with her local finance office and was able to receive back pay from April 2015 to April 2016; however, she is still missing her BCP from June 2014 to March 2015. 3. The applicant provides a copy of an American Board of Otolaryngology Certificate for the period of 1 June 2014 through 30 June 2024. CONSIDERATION OF EVIDENCE: 1. On 6 May 2004, the applicant was accepted into the Armed Forces Uniformed Services University of the Health Sciences (USUHS), for medical school. 2. On 20 May 2004, she was appointed as a Reserve Commissioned Officer of the Army in the grade of second lieutenant (2LT)/O-1. 3. On 25 May 2004, she executed an oath of office as a Reserve Commissioned Officer in the grade of 2LT/O-1. 4. On 17 May 2008, she received her Doctor of Medicine Certificate from USUHS. 5. On 16 September 2008, she received a letter from the Office of the Surgeon General (OTSG) notifying her of her selection for Graduate Medical Education (GME) in Otolaryngology. 6. On 8 February 2012, she received a letter from the OTSG notifying her of her selection for GME in Head and Neck Surgery. 7. She provides a copy of her certificate from The American Board of Otolaryngology for the period 1 June 2014 through 30 June 2024. 8. In the processing of this case an advisory opinion was obtained from the Chief, Army Medical Department Special Pay Branch, OTSG. The advisory official stated: a. The applicant is requesting retroactive BCP for the period June 2014 through March 2015. b. A review of supporting documentation and available special pay and finance data indicates that her initial board certification is effective 1 June 2014 through 30 June 2024, and they authorized retroactive payments for BCP commencing 19 April 2015, with a current expiration of 30 June 2024. The missing period is verified as 1 June 2014 through 18 April 2015. c. She would have been eligible to received BCP for the missing 10+ months of 1 June 2014 through 18 April 2015, totaling approximately $2,208.00 prior to any withholding. The exact payment would be determined by the Defense Finance and Accounting Service-Indiana (DFAS-IN) utilizing a Health Professions Pay Entry Date (HPPED) or finance MS-PAY-Date of 17 May 2008 for the correct pay rates. 9. On 1 August 2016, the advisory opinion was forwarded to the applicant for acknowledgement/rebuttal. She- did not respond. REFERENCES: Title 37, U.S. Code, section 302 (Special Pay: Medical Officers of the Armed Forces) states that variable, additional, and BCP is authorized to officers of the Medical Corps of the Army or the Navy or an officer of the Air Force designated as a medical officer and who are on active duty under a call or order to active duty for a period of not less than 1 year. This pay is authorized concurrently with Medical Additional Special Pay and Incentive Special Pay. DISCUSSION: An advisory opinion from the OTSG states that the evidence of record shows the applicant met the requirements and was authorized payments for BCP commencing 19 April 2015.
