THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of item 7a (Place of Entry into Active Duty) of his DD Form 214 (Certificate of Release or Discharge from Active Duty), for the period ending on 30 September 2015, to reflect "Stuttgart, GE" instead of "Muncie, IN." 2. The applicant states he was released from active duty (REFRAD) for a previous order that ended on 1 June 2014 and began a new set of orders on 2 June 2014. He concluded the previous orders and began the new orders in Stuttgart, GE. He did not return to his home of record (HOR), Muncie, IN, at the time. He was continuously Outside Continental United States from 15 March 2011 to 30 September 2015. 3. The applicant provides Orders Number 326-222 and his 2015 DD Form 214. CONSIDERATION OF EVIDENCE: 1. The applicant was appointed in the Oregon Army National Guard (ARNG), as a second lieutenant, on 30 July 1995, with prior enlisted service. 2. He entered active duty for operational support on 1 October 2008. He was REFRAD on 30 September 2010 and reverted back to the ARNG. His DD Form 214 lists his HOR as "Muncie, IN." 3. He again entered active duty on 15 March 2011. 4. His records contain: * Orders Number A-09-121700, issued by the U.S. Army Human Resources Command (HRC) on 28 September 2011, ordering him to active duty for operational support under the provisions of Title 10, with a report date of 1 October 2011; the orders show he was attached to the U.S. Army (USA) Element Headquarters, Bratislava, Slovakia * Orders Number 362-222, issued by the National Guard Bureau (NGB) on 12 November 2011, ordering him to active duty in an Active Guard Reserve (AGR) status for 2 years, with a report date of 5 December 2011; the orders show he was attached to the INARNG Element, Joint Force Headquarters, Indianapolis, IN * Orders Number NG14-113-001, issued by the NGB on 23 April 2014, ordering him to active duty for operational support for the period from 2 June 2014 to 10 September 2015; the orders show he was attached to the INARNG Element, Joint Force Headquarters, Indianapolis, IN, and list his HOR as "Muncie, IN" 5. He was REFRAD on 1 June 2014 and was transferred to the U.S. Army Reserve (USAR) Control Group. He completed 3 years, 2 months, and 17 days of active service. 6. He entered active duty on 2 June 2014. He was REFAD on 30 September 2015 and reverted back to the ARNG. He completed 1 year, 3 months, and 29 days of active service. This form lists in: * Item 7a – "Muncie, IN" * Item 8b (Station Where Separated) – "Stuttgart, GE" REFERENCES: Army Regulation 635-8 (Separation Documents) provides detailed instructions for completing separation documents, including the DD Form 214. It provides guidance for the place of entry on active duty and states item 7a for ARNG and USAR Soldiers, the active duty order for this period of service will list where the Soldier enters active duty (for example, home address, home station, mobilization station, Army installation, and so forth). Normally, this location is the first "Report to" lead line listed on the order. DISCUSSION: The evidence of record confirms the applicant was attached to the INARNG Element, Joint Force Headquarters, Indianapolis, IN, at the time of his assignment to the USA Element, U.S. European Command Headquarters, Stuttgart, GE. By regulation, item 7a for ARNG Soldiers would list the home address or home station.
