THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests correction of item 3 (Social Security Number (SSN)) of his DD Form 214 (Armed Forces of the United States Report of Transfer or Discharge) to show his SSN as XXX-XX XX51 instead of XXX-XX-XX57. 2. The applicant states, in effect, that it was a typographical error. 3. The applicant provides: * Letter Orders Number 10-1405334, issued by the Office of the Adjutant General, U.S. Army Reserve Components Personnel and Administration Center, St. Louis, MO, dated 18 October 1972 * DD Form 214 * Honorable Discharge Certificate * Social security card * Department of Veterans Affairs (VA) letter, dated 17 September 2015 CONSIDERATION OF EVIDENCE: 1. Title 10, U.S. Code, section 1552(b), provides that applications for correction of military records must be filed within 3 years after discovery of the alleged error or injustice. This provision of law also allows the Army Board for Correction of Military Records (ABCMR) to excuse an applicant's failure to timely file within the 3-year statute of limitations if the ABCMR determines it would be in the interest of justice to do so. While it appears the applicant did not file within the time frame provided in the statute of limitations, the ABCMR has elected to conduct a substantive review of this case and, only to the extent relief, if any, is granted, has determined it is in the interest of justice to excuse the applicant's failure to timely file. In all other respects, there are insufficient bases to waive the statute of limitations for timely filing. 2. On 29 November 1966, the applicant was inducted in the Army of the United States. 3. The applicant's official military personnel file (OMPF) contains multiple documents that used his service number instead of a SSN for identification purposes. However, DA Form 3027 (U.S. Army Request For National Agency Check), dated 30 November 1966, 1 day after his induction, lists his SSN as XXX-XX-XX51, and a DA Form 41 (Record of Emergency Data) also lists his SSN as XXX-XX-XX51. 4. On 8 September 1968, the applicant was honorably released from active duty and transferred to the U.S. Army Reserve (USAR). The DD Form 214 he was issued at the time lists his SSN in item 3 as "XXX-XX-XX57." 5. The applicant provides the following documents that list his SSN as XXX-XX-XX51: * Honorable Discharge Certificate * VA letter * social security card * USAR discharge letter orders REFERENCES: Army Regulation 635-5 (Separations Documents), in effect during the applicant's active duty service, prescribed the separation documents prepared for Soldiers upon retirement, discharge, or release from active military service or control of the Army. It established standardized policy for the preparation of the DD Form 214. It stated the DD Form 214 is a synopsis of the Soldier's most recent period of continuous active service. It provides a brief, clear-cut record of active Army service at the time of release from active duty, retirement, or discharge. DISCUSSION: 1. The applicant's record contains documents that show his SSN as "XXX-XX-XX51," as stated in his application. This constitutes evidence that he served under the SSN he now claims is correct. 2.
