Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). CONSIDERATION OF ADDITIONAL EVIDENCE: 26. On 27 July 2016, new information was received from a Veterans Constituent Advocate (VCA) from the office of the applicant's Congressional representative regarding the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140020130, dated 10 May 2016. 27. The VCA stated the Department of Veterans Affairs (VA), on 20 July 2016, conducted a review based on the ABCMR's decision. It found, unless the ABCMR specifically stated the effective date of the applicant's period of honorable service, it could not pay retroactive benefits prior to 10 May 2016 (the date of the ABCMR's decision). ADDITIONAL DISCUSSION: 8. At the time of the decision of the ABCMR in Docket Number AR 20140020130, dated 10 May 2016, it was the intent of the ABCMR to make the applicant's record as administratively correct as it should properly have been at the time. 9. The ABCMR's decision in Docket Number AR20140020130, did not clearly state the Board's intent.
