Board Determination/Recommendation 2. Evidence and Consideration BOARD DATE: 12 September 2017 DOCKET NUMBER: AR20160017375 BOARD DETERMINATION/RECOMMENDATION: The Board determined the evidence presented is sufficient to warrant a recommendation for relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by paying him retroactive Board Certification Pay (BCP) for the period 1 January 2015 through 31 May 2015. ___________x______________ CHAIRPERSON I certify that herein is recorded the true and complete record of the proceedings of the Army Board for Correction of Military Records in this case. BOARD DATE: 12 September 2017 DOCKET NUMBER: AR20160017375 THE BOARD CONSIDERED THE FOLLOWING EVIDENCE: 1. Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests authorization for additional retroactive Board Certification Pay (BCP). 2. The applicant states he recently discovered that he was not receiving BCP. He has been continuously board certified since 2004. The Army Human Resources Command apparently missed his renewal and automatically stopped his BCP after 10 years. The Office of the Surgeon General (OTSG) was able to authorize some of the more recent retroactive pay but he still should be authorized BCP from 1 January 2015 through 30 June 2015. 3. The applicant provides: * copies of his Leave and Earning Statements * certificate of board certification, valid through 2014 * certificate of board certification, effective 11 August 2014 CONSIDERATION OF EVIDENCE: 1. At the time of the application, he was serving in the Regular Army as a lieutenant colonel, pay grade O-5, at Fort Carson, Colorado. 2. In the processing of this case a staff advisory opinion was obtained from the Chief, Army Medical Department (AMEDD), Special Pay Branch, OTSG. a. The opinion stated that requests for BCP are initiated by the officer concerned through their supporting HR, Personnel or S-1 office. If board certification renewals or maintenance of certification are issued the officer must submit the renewal documentation to insure that BCP continues uninterrupted. b. The supporting documentation and pay data show the Special Pay Branch authorized retroactive payments commencing with 1 June 2015. The verified missing period of BCP is 1 January 2015 through 31 May 2015. c. The Defense Finance and Accounting Service (DFAS-IN) will determine the exact amount due after taxes. 3. A copy of the advisory opinion was forwarded to the applicant for his information and opportunity to respond. No response was received. DISCUSSION: The opinion rendered by the OTSG clearly states the applicant was fully qualified and eligible for BCP for the period in question. //NOTHING FOLLOWS// ABCMR Record of Proceedings AR20150000953 Enclosure 1 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS ABCMR Record of Proceedings (cont) AR20160017375 2 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS Enclosure 1 ABCMR Record of Proceedings (cont) AR20160017375 2 ARMY BOARD FOR CORRECTION OF MILITARY RECORDS RECORD OF PROCEEDINGS Enclosure 2
