THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

CONSIDERATION OF ADDITIONAL EVIDENCE:

11.  On 11 February 2016, new information was received from the Defense Finance and Accounting Service (DFAS) regarding the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number 
AR20140017971, dated 23 June 2015.

12.  The new evidence consisted of electronic mail correspondence in which DFAS recommended modification of the ABCMR decision to use the verbiage "remission of debt" in lieu of "waiver of debt."

ADDITIONAL DISCUSSION AND CONCLUSIONS:

11.  At the time of the decision of the ABCMR in Docket Number 
AR20140017971, dated 23 June 2015, it was the intent of the ABCMR to make the applicant's records as administratively correct as they should properly have been at the time.

12.  The ABCMR's decision in Docket Number AR20140017971 erroneously granted a waiver of the applicant's debt in lieu of granting remission of his debt.

13.  The ABCMR does not have the authority to waive a debt but may remit a debt.
