BOARD DETERMINATION/RECOMMENDATION:

2.  The Board determined the evidence presented is sufficient to warrant amendment of the decision of the Army Board for Correction of Military Records set forth in Docket Number AR20150003905, dated 10 May 2016, by correcting his U.S. Army Human Resources Command (HRC) appointment memorandum, dated 21 April 2014, to show he was appointed as a commissioned officer in the Regular Army, in the rank of Major (MAJ) in the Medical Corps, with a date of rank (DOR) of 12 June 2014, based on constructive credit (Constructive Service Credit (CSC)) of 10 years, 00 months, and 00 days.

THE BOARD CONSIDERED THE FOLLOWING EVIDENCE:

CONSIDERATION OF ADDITIONAL EVIDENCE:

10.  On 7 November 2016, new information was received from the U.S. Army Recruiting Command regarding the decision of the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20150003905, dated 10 May 2016.

11.  The evidence submitted consists of the Office of The Surgeon General Fiscal Year 2014 Promotion Phase-In Points for Entry Grade Determination, dated 17 September 2013.  The Army Medical Department Promotion Timing for Fiscal Year 2014 provides for appointment in the grade of major of an AMEDD officer, Medical Corps, with 10 years of constructive service credit. 

ADDITIONAL DISCUSSION:

7.  At the time of the decision of the ABCMR in Docket Number AR20150003905 on 10 May 2016, it was the intent of the ABCMR to make the applicant's record as administratively correct as it should properly have been at the time.

8.  The ABCMR's decision in Docket Number AR20150003905 corrected the applicant's records as follows: 

	a.  Corrected his DA Form 5074-R (Record of Award of Entry Grade Credit (Medical and Dental Officers)), dated 21 November 2013, to show in:

		(1)  Part I, Section D (Credit for Advanced Education Beyond Basic Qualifying Degree), Item 20 (Credit Awarded):  "04-00-00" 

   (2) Part I, Section F (Credit for Training or Experience in Unusual Cases): 

       (a) Item 24 (Basis for Award):  "Postdoctoral Research Fellowship"
   
       (b) Item 25 (Inclusive Dates):  "06/14/2008 – 08/01/2010"
   
       (c) Item 26 (Credit Awarded):  "02-00-00"
   
            (d) Item 27 (Justification for Classification as Unusual Case):  "Fellowship Training in Tumor Immunology and Inflammatory Processes"

	b.  Correcting his U.S. Army Human Resources Command (HRC) appointment memorandum, dated 21 April 2014, to show he was appointed as a commissioned officer in the Regular Army, in the rank of Captain (CPT) in the Medical Corps, with a date of rank (DOR) of 6/12/2008, based on constructive credit (Constructive Service Credit (CSC)) of 10 years, 00 months, and 00 days.

	c.  Correcting any other relevant military service records to show he was awarded 10 years, 0 months, and 0 days of CSC at the time of his appointment.

9.  The applicant met the criteria for appointment as a commissioned officer in the Regular Army, in the rank of major in the Medical Corps, with a date of rank (DOR) of 12 June 2014, based on constructive service credit of 10 years, 00 months, and 00 days.
