Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests the removal of an erroneous document filed in his official military personnel file (OMPF): 2. The applicant states within his interactive personnel electronic records management system (iPERMS) account, under "Service," there is a file listed as "extension of service." a. The file is not an extension of service and should be removed. He contacted the U.S. Army Human Resources Command (HRC) to fix the error; however, he was directed to the Army Board for Correction of Military Records (ABCMR). b. The file is an exception to policy (ETP) memorandum used during a permanent change of station (PCS) and is not an extension of service document. It is erroneous and should be removed. 3. The applicant provides a copy of the contested ETP memorandums dated 19 February 2016, and an email from HRC. CONSIDERATION OF EVIDENCE: 1. The applicant entered active military service on 21 November 2007. He is currently serving in the Regular Army as chief warrant officer two (CW2). 2. On 19 February 2016, the applicant's brigade commander approved his request for an ETP to use an alternative method of travel while PCSing. The ETP was subsequently added to his OMPF and made a permanent part of his record in his iPERMS "Service" folder: * Titled – Approved/Disapproved Request for Extension * Name – REQ EXT * Effective Date – 19 February 2016 * Pages - Two 3. The applicant provides an excerpt of an undated email from HRC. The HRC respondent informed the applicant the file did not belong in his OMPF; however, he needed to apply to the ABCMR to the file removed. REFERENCES: Army Regulation 600-8-104 (Army Military Human Resource Records Management) prescribes the Army policy for the creation, utilization, administration, maintenance, and disposition of the Army Military Human Resource Record (AMHRR) which includes, but is not limited to, the OMPF. a. Paragraph 3-6 of this regulation states that once a document is filed in the AMHRR, the document will not be removed from the record unless directed by proper authorities listed in the regulation such as the ABCMR. b. Table 3-1 (OMPF folders in the AMHRR) of this regulation shows that the "Service" file folder will contain general, administrative, service documents and data, and pay substantiating documents. DISCUSSION: 1. Evidence of record confirms the file titled "Approved/Disapproved Request for Extension", dated 19 February 2016, within the "Service" folder of the applicant's OMPF is actually an ETP approving an alternate method of travel during a PCS move. 2. In accordance with the applicable regulation, the service folder should contain general, administrative, service documents and data, and pay substantiating documents.
