Reference the attached Army Board for Correction of Military Records Record of Proceedings, dated 06 July 2017, in which the Board members unanimously recommended denial of the applicant's request. 2. I have reviewed the findings, conclusions, and Board member recommendations. I find there is sufficient evidence to grant relief. Therefore, under the authority of Title 10, United States Code, section 1552, I direct that all Department of the Army Records of the individual concerned be corrected by reissuing the applicant a DD Form 214 showing his characterization of service as general, under honorable conditions. I direct no further correction be made to the record of the individual concerned. 3. Request necessary administrative action be taken to effect the correction of records as indicated no later than 14 December 2017. Further, request that the individual concerned and counsel, if any, as well as any Members of Congress who have shown interest be advised of the correction and that the Army Board for Correction of Military Records be furnished a copy of the correspondence. Military Personnel Records and advisory opinions (if any). CONSIDERATION OF ADDITIONAL EVIDENCE: 18. At the time of the Army Board for Correction of Military Records (ABCMR) decision in Docket Number AR20150016873, dated 23 March 2017, the Board had not received a medical advisory opinion. 19. On 6 April 2017, the Senior Medical Advisor, Army Review Boards Agency, Arlington, VA, provided an advisory opinion. After reviewing the applicant's military personnel records and service treatment records, the senior medical advisor found no record to reasonably support that post-traumatic stress disorder or another boardable behavioral health condition(s) existed at the time of the applicant's military service. He stated, "There is no apparent behavioral or medical nexus between the applicant's statements related to in-service events, physical and sexual harassment, and the unsatisfactory performance (absent without leave) that led to his separation." He also found no evidence of a medical disability or condition which would support a change to the applicant's administrative discharge. The senior medical advisory concluded that the applicant's medical conditions were duly considered during his medical separation processing. 20. On 10 April 2017, the applicant was provided a copy of the advisory opinion in order to allow him the opportunity (15 days) to submit comments or a rebuttal. A response was not received from the applicant. ADDITIONAL DISCUSSION: 10. At the time of the ABCMR decision in Docket Number AR20150016873, dated 23 March 2017, it was the intent of the ABCMR to make the applicant's record as administratively correct as it should properly have been at the time. 11. The ABCMR's decision in Docket Number AR20150016873 did not consider a medical advisory opinion in its original consideration of the applicant's case. 12.
