Reference the attached Army Board for Correction of Military Records Record of Proceedings, dated 8 June 2017, in which the Board members unanimously recommended denial of the applicant's request. 2. I have reviewed the findings, conclusions, and Board member recommendations. I find there is sufficient evidence to grant relief. Therefore, under the authority of Title 10, United States Code, section 1552, I direct that all Department of the Army Records of the individual concerned be corrected by reissuing the applicant a DD Form 214 showing his characterization of service as general, under honorable conditions. I direct no further correction be made to the record of the individual concerned. 3. Request necessary administrative action be taken to effect the correction of records as indicated no later than 30 October 2017. Further, request that the individual concerned and counsel, if any, as well as any Members of Congress who have shown interest be advised of the correction and that the Army Board for Correction of Military Records be furnished a copy of the correspondence. On 13 April 2017, new information was received from the Senior Medical Advisor, Army Review Boards Agency, regarding the decision of the Army Board for Correction of Military Records in Docket Number AR20150017170, dated 6 April 2017. 15. The evidence submitted consists of a medical advisory opinion which states: a. The available record does not reasonably support post-traumatic stress disorder (PTSD) or another boardable behavioral health condition at the time of the applicant's military service. b. There were no behavioral health conditions present at the time of his misconduct. c. There were no behavioral health conditions mitigating for the misconduct. d. The applicant met medical retention standards. e. The applicant's medical conditions were duly considered during medical separation processing. f. A review of the available documentation found no evidence of a medical disability or condition which would support a change to the character or reason for the discharge in this case. g. The applicant's current Department of Veterans Affairs diagnosis of PTSD and self-reported history of treatment in a Department of Veterans Affairs PTSD program is noted. The basis of the second period of absence without leave leading to the applicant's separation was his problems with his spouse and/or children. 15. A copy of this advisory opinion was provided to the applicant for comment and/or rebuttal. He did not respond. ADDITIONAL DISCUSSION: 5.
