On 25 April 2017, new information was received from the Senior Medical Advisor, Army Review Boards Agency, regarding the decision of the Army Board for Correction of Military Records in Docket Number AR20150019003, dated 13 April 2017. 9. The evidence submitted consists of a medical advisory opinion, which states: a. The available record does not reasonably support post-traumatic stress disorder or another boardable behavioral health condition existed at the time of the applicant's military service. b. The applicant met medical retention standards. c. The applicant's medical conditions were duly considered (presumed) during medical separation processing. d. A review of the available documentation found no evidence of a medical disability or condition which would support a change to the character or reason for the discharge in this case. e. Based on the information available for review at this time, the applicant did not have mitigating medical or behavioral health conditions for the misconduct which led to his separation from the Army. 10. A copy of this advisory opinion was provided to the applicant for comment and/or rebuttal. He did not respond. ADDITIONAL DISCUSSION: 4.
