Application for correction of military records (with supporting documents provided, if any). 2. Military Personnel Records and advisory opinions (if any). THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of Orders 42-2944, dated 11 February 2008, issued by Headquarters, U.S. Army Infantry Center, Fort Benning, GA, revoking award of the Parachutist Badge from his Official Military Personnel File (OMPF) in the interactive Personnel Electronic Records Management System (iPERMS). 2. The applicant states he graduated from the Basic Airborne Course and was issued Permanent Orders (PO) 45-2802, dated 14 February 2008, awarding him the Parachutist Badge. His leadership reviewed his OMPF and stated (the award) would hurt his ability to be competitive for promotion. He did not fail the Basic Airborne School, and should never have received revocation orders. 3. The applicant provides PO 45-2802, dated 14 February 2008. CONSIDERATION OF EVIDENCE: 1. The applicant is a Regular Army sergeant first class (SFC)/E-7 who initially entered active duty on 29 January 2002. He served through multiple reenlistments in a variety of assignments and he is currently assigned to the 1st Special Forces Group, Joint Base Lewis McChord, WA. 2. Orders 42-2944, issued by Headquarters, U.S. Army Infantry Center, Fort Benning, GA, dated 11 February 2008, revoked Orders 31-3167, dated 31 January 2008, pertaining to award of the Parachutist Badge. However Orders 31-3167 are not filed in the performance portion of his OMPF. 3. PO 45-2802, issued by Headquarters, U.S. Army Infantry Center, Fort Benning, GA on 14 February 2008, awarded him the Parachutist Badge for successful completion of airborne training on 22 February 2008. 4. On 30 October 2017, a conversation between the applicant, the analyst of record, and a staff member of the U.S. Army Airborne School confirmed the applicant was enrolled in the Basic Airborne Course and graduated on 22 February 2008. There was no record of the applicant failing to complete the course. REFERENCES: Army Regulation 600-8-104 (Army Military Human Resources Record Management) prescribes the policies and mandates operating tasks for the Military Personnel Information Management/Records Program of the Military Personnel System. It provides detailed guidance and instructions with regard to the initiation, composition, maintenance, changing, access to, and transfer of the OMPF. Table B-1 shows award orders (includes badges, bars, tabs, and so forth) are filed in the performance portion of the OMPF. The Army Board for Correction of Military Records may direct removal or movement of documents filed in the OMPF in the interest of justice or equity. DISCUSSION: 1. A staff member of the U.S. Army Airborne School confirmed the applicant's graduation from the Basic Airborne Course and stated there was no evidence of the applicant’s failure to complete the course. It is customary for military academies and schools to pre-prepare bulk orders ahead of graduation dates, particularly when a class contains a large number of participants. The orders are often uploaded to iPERMS, and sometimes revoked for multiple reasons. 2. The existence of orders revoking and subsequently awarding the Parachutist Badge in the applicant’s performance folder is a detractor that stands out when his records are reviewed. The applicant completed the Basic Airborne Course and graduated on 22 February 2008. There is no record of him failing to complete the course.
