THE APPLICANT'S REQUEST, STATEMENT, AND EVIDENCE: 1. The applicant requests removal of the following certificates of training/ completion from his Official Military Personnel File (OMPF): a. Global Assessment Tool Course completed on 15 June 2015, b. Army Traffic Safety Program Course completed on 15 June 2015, c. Commanders Safety Course completed on 16 June 2015, d. Social Networking Site Awareness Training Course completed on 16 June 2015, e. Risk Management Basic Course completed on 17 June 2015, and f. Introduction to Equal Employment Opportunity Course completed on 17 June 2015. 2. The applicant states several documents were misfiled in his OMPF. These documents are annual computer-based training certificates accidentally scanned into his OMPF. The six certificates are not authorized to be incorporated into the OMPF in accordance with guidance from the U.S. Army Human Resources Command (HRC) and Army Regulation 600-8-104 (Army Military Human Resource Records Management). He will be considered by the chief warrant officer four promotion board and the presence of erroneous or misfiled documents in his records will count against him for promotion consideration. 3. The applicant provides: * email from HRC, dated 29 September 2017 * Global Assessment Tool Course completed on 15 June 2015 * Army Traffic Safety Program Course completed on 15 June 2015 * Commanders Safety Course completed on 16 June 2015 * Social Networking Site Awareness Training Course completed on 16 June 2015 * Risk Management Basic Course completed on 17 June 2015 * Introduction to Equal Employment Opportunity Course completed on 17 June 2015 CONSIDERATION OF EVIDENCE: 1. The applicant is currently serving on active duty in the rank of chief warrant officer three. 2. He provided email from HRC, dated 29 September 2017, stating: a. All except the following certificates of training/completion were removed from his OMPF per Army Regulation 600-8-104: * Global Assessment Tool Course completed on 15 June 2015 * Army Traffic Safety Program Course completed on 15 June 2015 * Commanders Safety Course completed on 16 June 2015 * Social Networking Site Awareness Training Course completed on 16 June 2015 * Risk Management Basic Course completed on 17 June 2015 * Introduction to Equal Employment Opportunity Course completed on 17 June 2015 b. The certificates will remain filed as is or he could petition the Army Board for Correction of Military Records (ABCMR) to have them removed from his OMPF. 3. A review of the service and personnel records review folders in his OMPF in the interactive Personnel Electronic Records Management System revealed the following certificates of training/completion were filed as course completion certificates of less than 40 hours in duration: * Global Assessment Tool Course completed on 15 June 2015 * Army Traffic Safety Program Course completed on 15 June 2015 * Commanders Safety Course completed on 16 June 2015 * Social Networking Site Awareness Training Course completed on 16 June 2015 * Risk Management Basic Course completed on 17 June 2015 * Introduction to Equal Employment Opportunity Course completed on 17 June 2015 4. There is no evidence showing the above-mentioned certificates were sub-courses or recurring annual training certificates. REFERENCES: 1. Army Regulation 600-8-104 prescribes Army policy for the creation, utilization, administration, maintenance, and disposition of the Army Military Human Resource Record. Paragraph 3-6 provides that once a document is properly filed in the OMPF, the document will not be removed from the record unless directed by the ABCMR or other authorized agency. 2. The Required Documents List of Army Regulation 600-8-104 states to file course completion certificates of less than 40 hours in duration in the service and personnel records review folders of the OMPF. The filing instructions for course completion certificates of less than 40 hours in duration state only full course completions are accepted, no sub-courses. Do not file recurring annual training certificates. DISCUSSION: 1. The applicant requests removal of the six above-mentioned certificates of training/completion from his OMPF because they are annual computer-based training certificates and they are not authorized to be filed in his OMPF per guidance from HRC and Army Regulation 600-8-104. 2. He provided correspondence from HRC stating certificates except for the above-mentioned certificates of training/completion were removed from his OMPF per Army Regulation 600-8-104. 3. The filing instructions in Army Regulation 600-8-104 for course completion certificates of less than 40 hours in duration state do not file sub-courses or recurring annual training certificates in the OMPF. 4.
