Incorporated herein by reference are military records which were summarized in the previous consideration of the applicant's case by the Army Board for Correction of Military Records (ABCMR) in Docket Number AR20140004502 on 16 October 2014. 2. The applicant states in effect, he requests correction of his SSN from his DD Form 214, NGB Form 22, and his NGB Form 22A. When he was released from active duty, he was not available to review and sign the discharge documents. Nor was he available when he was discharged from the Army National Guard (ARNG). He requests corrections of these documents, so he can receive benefits as a veteran and apply for housing assistance. This error should be something that could be easily corrected; however, the last several years he has received the run around by being denied his request and being sent from one agency to another. He is currently homeless and is experiencing a great hardship, so he requests that the Board grant him full relief and correct his documents. 3. The applicant provides: a. His social security card, which was issued on 22 May 2017 and shows the name of with the SSN of b. State identification card in the name of with the date of birth c. DA Form 428 that shows that applied for a military identification card on 2 April 1979 with the SSN of . d. Excerpt from AR 635-8, chapter 8 (DD Form 214 Alteration and Correction) that after the Soldier's separation date the DD Form 214 will be corrected by forwarding a memorandum to the appropriate location below requesting that a new DD Form 214 or DD Form 215, as applicable, be issued. All other Soldiers including discharged or retired Soldiers without Reserve status: Commander, U.S. Army Human Resources Command, Human Resources Service Center (AHRC-PDR-V), 1600 Spearhead Division Avenue, Department 420, Fort Knox, KY 40122-5402 or email unencrypted inquiries at askhrc.army@us.army.mil. e. E-mail traffic between officials of the Wisconsin ARNG and U.S. Army Human Resources Command (HRC) that states that HRC can assist the applicant. But later, HRC states being that the Army Board for Corrections of Military Records (ABCMR) had previously denied the applicant’s request to correct his SSN, HRC did not have the authority to override that decision and could not assist the applicant. f. Army Review Board Agency (ARBA) letter dated 23 February 2019 that states his application could not be considered as he had not exhausted all administrative remedies prior to applying to the Board and directed the applicant to HRC. 4. A review of the applicant service record shows: a. He enlisted in the ARNG on 28 October 1977. His DD Form 4 (Enlistment or Reenlistment Agreement – Armed Forces of the United States) shows his SSN as b. His DA Form 2-1 (Personnel Qualification Record) shows his SSN as. c. His DD Form 214 shows he was ordered to active duty for training on 27 November 1977. He was honorably released from active duty on 3 March 1978. His DD Form 214 shows he completed 3 months and 7 days of active service. It also shows his SSN as d. On 14 July 1981, his commander initiated separation under AR 135-178 (Separation of Enlisted Personnel), chapter 6 (Unsuitability) due to absent without leave (AWOL) from training. e. He was notified on 23 July 1981 that his commander had initiated separation under provision of AR 135-178, chapter 6 and was advised of his rights. f. On 27 August 1981, acknowledged that the applicant waived his rights to an administrative separation board as he failed to respond to the notification of separation. g. State of Wisconsin Department of Military Affairs Order Number 169-1 shows that his was discharged on 27 August 1981 with a general under honorable conditions characterization of service and his SSN as h. He was honorable discharged from the ARNG on 27 August 1981. His NGB Form 22 shows that he completed 4 years and 10 months of service. It also shows his SSN as i. His NGB Form 22A shows his SSN as 5. On 16 October 2014, the Board reviewed his request for correction of his SSN on his separation documents, but denied his request. The Board indicated that he recorded his SSN of record as when he enlisted in the ARNG in 1977 and used it exclusively during his military service. 6. By regulation 600-200 (Enlisted Personnel Management), applicable only to the Army National Guard (ARNG), and is binding on all levels of command that exercise procurement and administration of enlisted ARNG personnel actions. 7. By regulation 635-5 (Personnel Separations – Separation Documents), prescribes the separation documents which are prepared for individual upon retirement, discharge, or release from active military service or control of the Army. It establishes standardized policy for preparing and distributing DD Form 214. BOARD DISCUSSION: 1. After reviewing the application, all supporting documents and the evidence found within the military record, the Board found that partial relief was warranted. The applicant’s contentions, military record, and regulatory guidance were carefully considered. Although, evidence of record shows the applicant used the contested SSN consistently throughout his period of service, documentation also reflects that he was issued a different SSN after his period of service. As the Army has an interest in preserving the integrity of the record and for the purposes of continuity, the Board found partial relief warranted. 2. The applicant is advised that a copy of this decisional document will be filed in his official military personnel file. This should serve to clarify any questions or confusion in regard to the difference in his SSN recorded in his military record and the SSN currently being used by the applicant.
