The applicant’s request for correction of her DD Form 214 to show her service characterized as honorable will be addressed administratively. The Board will consider the applicant’s request to correct her DD Form 214 to reflect her ARCAM. 2. The applicant states the discrepancy in her DD Form 214 may be the result of human error as she served honorably during that period. She has also earned an ARCAM during her service in the military. 3. A review of the applicant’s available service records reflects the following: a. On 24 January 2009 she enlisted in the United States Army Reserve (USAR). b. On 4 February 2009 she entered upon active duty for completion of Basic Combat Training (BCT) and Advanced Individual Training (AIT). c. On 18 June 2009 she was released from active duty. d. On 14 August 2016 she was awarded the ARCAM in recognition of 3 years of qualifying service within the USAR from 25 January 2013 through 24 January 2016. e. On 2 January 2020, she was honorably discharged from the USAR. 4. The applicant provides the following: a. DA Form 5016 (Chronological Statement of Retirement Points) reflective of 8 years of qualifying service within the USAR. This document also reflects credit for 163 days of active duty service. b. Soldier Record Brief reflective of 1 ARCAM within Section IX (Awards and Decorations). 5. See applicable regulatory guidance below under REFERENCES. BOARD DISCUSSION: 1. After reviewing the application and all supporting documents, the Board found partial relief is warranted. 2. The Board concurred with the correction described in Administrative Note(s) below. 3. When the applicant was released from active duty on 18 June 2009, she had not yet been awarded the ARCAM. The regulation governing preparation of the DD Form 214 does not provide for adding awards to the form when those awards were earned outside the period covered by the form. The Board determined the absence of the ARCAM on her DD Form 214 is not an error or unjust. The Board determined the evidence presented is sufficient to warrant a recommendation for partial relief. As a result, the Board recommends that all Department of the Army records of the individual concerned be corrected by making the correction described in Administrative Note(s) below. 2. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to the Army Reserve Components Achievement Medal. Amend the applicant’s DD Form 214 to show the correction in paragraph 1, provide the applicant a copy of the correction, and record the correction in the applicant’s official military personnel record. REFERENCES: 1. Army Regulation 635-5 (Personnel Separations) provides the policies and procedures regarding the preparation of separation documents. Paragraph 2-1 provides that the DD Form 214 is a summary of a Soldier’s most recent period of continuous active duty. It provides a brief, clearcut record of active duty service at the time of release from active duty, retirement, or discharge. 2. Army Regulation 635-200 (Personnel Separations – Active Duty Enlisted Administrative Separations), effective 19 January 2004, set forth the basic authority for the separation of enlisted personnel. Chapter 3 describes the different characterizations of service.
