The applicant states he was denied his transportation entitlements due to time restrictions. He retired in August 2018 and remained in his quarters on base while his son finished college. He is authorized one year upon separation to use these services, with an extension of one year possible, which would make two years. He is still within that window. 2. The applicant's official records show: a. On 2 July 1998, the applicant enlisted in the Regular Army and served continuously. b. A birth certificate, dated 27 March 2001, shows the name of his son as S-. c. DD Form 214 (Certificate of Release or Discharge from Active Duty), ending on 31 July 2018, which reflects he was honorably retired from active duty, due to sufficient service for retirement. He completed 20 years and 25 days of net active service. 3. The applicant provides: a. Orders Number 258-0166, issued by the U.S. Army Installation Management Command, Headquarters, U.S. Army Garrison Command, Fort Knox, KY, dated 15 September 2017, which states he was being reassigned due to separation processing, with a retirement/separation dated of 31 July 2018. He was placed on the retirement list effective 1 August 2018. This letter also states, "You are authorized up to one year to complete selection of a home and complete travel in connection with this action. You are authorized shipment of household goods, and he was authorized dependents." b. Unofficial transcripts for his son S-, for the period of 19 January 2018 to 11 May 2020. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found that relief was warranted. Based on the documentation available for review, the Board concluded that the date of his son’s graduation was an event beyond the Service member's control. In using the approximate date on the unofficial transcripts showing an end date of 11 May 2020, evidence is sufficient to determine that the applicant was within the two-year timeframe, and as such, should be allowed HHG transportation from his last permanent duty station to his Home of Selection (HOS). REFERENCE: Joint Travel Regulation section 052013 C1 (Household Good (HHG) Transportation in Connection with Retirement) states a Service member is authorized HHG transportation from the last permanent duty station to the Service Member's Home of Selection (HOS). Extensions may be granted through the Secretarial process for an unexpected event beyond the Service member's control that occurs and that prevents him or her from moving to the HOS within the specified time limit.
