IN THE CASE OF: BOARD DATE: 28 July 2021 DOCKET NUMBER: AR20210006575 APPLICANT REQUESTS: correction of his DD Form 214 (Certificate of Release or Discharge from Active Duty), for the period ending 13 May 2020 to show in Block 11 (Primary Specialty) his primary military occupational specialty (PMOS) as 11B (Infantryman) instead of 91B10 (Wheeled Vehicle Mechanic). APPLICANT'S SUPPORTING DOCUMENTS CONSIDERED BY THE BOARD: DD Form 149 (Application for Correction of Military Record) FACTS: 1. The applicant did not file within the three-year time frame provided in Title 10, United States Code, section 1552(b); however, the Army Board for Correction of Military Records (ABCMR) conducted a substantive review of this case and determined it is in the interest of justice to excuse the applicant's failure to timely file. 2. The applicant states he would like to correct his PMOS on his DD Form 214, dated 13 May 2020. The PMOS on his DD Form 214 is 11B (Infantryman) instead of 91B10 (Wheeled Vehicle Mechanic). 3. A review of the applicant’s service record shows: a. He enlisted into the Army National Guard of the United States (ARNG) on 23 October 2018. b. His ERB (Enlisted Record Brief), dated 17 May 2020 shows he held the MOS 11B during this active duty service period. c. His DA Form 1059 (Service School Academic Evaluation Report) shows he completed training for the Infantryman MOS-T, Class 19-003 on 25 July 2019. d. Orders Number 250-1019, dated 7 September 2019, awarded PMOS 11B10 with an effective date of 25 July 2019. e. On 13 May 2020, his DD Form 214 shows he was honorably released from active duty. He completed 9 months of net service this period. It also shows in block 11 (Primary Specialty) 91B10 (Wheeled Vehicle Mechanic) 0 years and 10 months. 4. AR 635-8 (Separation Documents) prescribes the separation documents prepared for Soldiers upon their retirement. It establishes standardized policy for the preparation of the DD form 214, which is a synopsis of the Soldier’s most recent period of continuous active duty. In block 11 (Primary Specialty) enter the titles of all MOSs or areas of concentration (AOCs) awarded and held for at least 1 year during the current period of service and include for each MOS/AOC the number of years and months held. For time determinations, 16 or more days counts as a month. Do not count time in training (basic training, advanced individual training, Basic Officer’s Leader Course, or MOS-producing school). Primary specialty MOS or AOC is awarded by Service school completion or by publication of orders awarding the MOS or AOC. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board determined relief was warranted. Based upon the information throughout the applicant’s military record showing the applicant’s MOS as 11B, the Board concluded there was sufficient evidence to show the MOS reflected on the applicant’s DD Form 214 was entered in error and warranted correction.
