The applicant states: a. He was awarded two Army Commendation Medals (ARCOM) during his active duty service, on Permanent Orders Numbers 280-003 and 177-002. His records and his DD Form 214 should be corrected to show ARCOM (2nd Award). Permanent Orders Number 177-002, should be uploaded into his Human Resource Command record. b. His DD Form 214 was issued in Korea. He returned to the U.S. and started his transition leave on 1 June 2020, his [ARCOM (2nd award)] was signed on 24 June 2020, and he received a physical copy of the [ARCOM (2nd Award)] on 7 August 2020. c. He served two overseas tour in Korea, each tour was for a duration of one year. His first tour to Korea is [documented] on permanent change of station (PCS) Orders Number 059-62 and 165-036. His second tour to Korea is [documented] on PCS Orders Number 128-3308 and 172-10. His records should be corrected to reflect the OSR (Overseas Service Ribbon) (2nd Award). His latest Officer Record Brief (ORB) only shows one OSR. 2. The applicant's records contain sufficient evidence to support an additional award not shown on his DD Form 214. His DD Form 214 will be administratively corrected to show award of the Army Commendation Medal (2nd Award). 3. The applicant has prior inactive service. On 24 July 2015, the applicant accepted commission in the Regular Army. 4. The applicant provided: a. Orders Number 059-62, 28 February 2018, which show, in part, his PCS with assignment to Korea, with a reporting date no later than 14 June 2018. b. Orders Number, 165-036, 5 June 2018, which show, in part, his arrival to Korea on 4 June 2018. c. Orders Number 128-3308, 8 May 2018, which show, in part, his PCS with assignment to Camp Casey, Korea (from Camp Humphreys, Korea), with a reporting date no later than 24 June 2019. d. Orders Number 172-10, 21 June 2019, which show, in part, his arrival to Camp Casey, Korea on 21 June 2019. e. Permanent Orders Number 177-002, 25 June 2020, which show, in part, award of his ARCOM (2nd Award). 5. His Officer Record Brief shows in section I (Assignment Information) – service in Korea, from 16 April 2018 to 21 June 2019 and in section VIII (Awards and Decoration) – shows, in part: Army Commendation Medal and Overseas Service Ribbon. 6. His Interactive Personnel Electronics Records Management System (IPERMS) shows, in part, a copy of Permanent Orders Number 177-002, 25 June 2020, awarding him the Army Commendation Medal (2nd Award). 7. On 16 August 2020, he was honorably released from active duty. His DD Form 214 shows he completed 5 years of service. It also shows in item 13 (Decorations, Medals, Badges, Citations and Campaign Ribbons Awarded or Authorized) * Meritorious Service Medal * Army Commendation Medal * National Defense Service Medal * Global War on Terrorism Service Medal * Korea Defense Service Medal * Army Service Ribbon * Overseas Service Ribbon (2nd Award) * Flight Surgeon Badge, Parachutist Badge. 8. Army Regulation 635-8 (Separation Processing and Documents) states the DD Form 214 is a summary of the Soldier's most recent period of continuous active duty. For block 13, list all federally recognized awards and decorations for all periods of service. 10. The Officer Record Brief is a snapshot of a Soldier's personnel data as it was at the time the form was produced and it was used as an internal management tool to assist officials processing a Soldier's assignment/reassignment, promotions, and career progression. The ORB is no longer active or accessible after a Soldier's discharge. The ABCMR limits corrective action to documents that can be individually reviewed after a Soldier's separation. The ORB is not normally accessible by individuals other than the Soldier. BOARD DISCUSSION: After reviewing the application and all supporting documents, the Board found that relief was partially warranted. Board members concurred with updating the applicant's DD Form 214 with the two ARCOMS. However, as for his ORB and iPERMS, the applicant is no longer on active duty. The ABCMR limits corrective action to documents that can be individually reviewed after a Soldier's separation. If the applicant reenters military service, a new ERB/ORB as well as a new Army Military Human Resource Record (AMHRR) would be established. The Board further determined the evidence presented is insufficient to warrant a portion of the requested relief. As a result, the Board recommends denial of so much of the application that pertains to updating his Officer Record Brief or IPERMS.
