Facts and Circumstances: The evidence shows the applicant’s record is void of the specific facts and circumstances concerning the events that led to his discharge from the Army. The record indicates that on 11 January 1996, Commonwealth of Pennsylvania, Department of Military Affairs, The Adjutant General, Annville, PA, Orders 007-017, discharged the applicant from the Army National Guard, effective 23 January 1996, with an under other than honorable conditions, RE4.
