Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to establish entitlement to zone "B" Selective Reenlistment Bonus (SRB) with an award level of 4.0. 2. The Board, consisting of reviewed Petitioner's allegations of error and injustice on 3 May 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of the Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognfaance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action: Petitioner received BUPERS orders and transferred without meeting obligated service. Petitioner's anticipated graduation date was after End of Active Obligated Service (EAOS). Therefore, Petitioner was authorized to execute an Obligated Service-to-Train (OTT) extension. Petitioner's gaining command issued an OTT extension for 4-months in order to obligate service past EAOS and afford Petitioner an opportunity to execute reenlistment past anticipated graduation date on 22 March 2017. The OTI would afford Petitioner to receive a zone "B" SRB with an award level of 4.0 per governing SRB message effective on the date Petitioner executed 4-month extension [14 November 2016]. An administrative error occurred when OTT extension was not recognized for SRB entitlement. Hence, Petitioner executed reenlistment on 23 March 2017 and received a Zone "B" SRB entitlement with the award level of2.5 according to the governing SRB message during that period, vice an award level of 4.0 according to the governing SRB message during the period Petitioner executed 4-month extension for OTT purposes. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: Note: Petitioner was approved for an Obligated Service to Train (01T) and executed a 4-month extension (NA VPERS 1070/621 ). This provided Petitioner with a Soft End of Active Obligated Service of 18 April 2017; Petitioner's anticipated graduation date from School was 22 March 2017. Petitioner executed 4-month OTI extension on 14 November 2016. Petitioner executed 4-year reenlistment (NA VPERS 1070/601) on 23 March 2017. Petitioner was entitled to a zone "B" SRB award level 4.0 per NAV ADMIN 212/16 which was published on 20 September 2016. Petitioner's previous zone "B" SRB payment with an award level of 2.5 should be adjusted to reflect recent zone "B" entitlement with an award level of 4.0. A copy of this Report of Proceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above entitled matter. 5.
