Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure ( 1) with this Board requesting, in effect, that the applicable naval record be corrected to establish entitlement to an Enlistment Bonus Source Rating (EBSR). 2. The Board, consisting of , reviewed Petitioner's allegations of error and injustice on 22 June 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted ofthe enclosures, relevant portions of Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to thjs Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration ofall the evidence ofrecord, and especially in light of the contents of enclosure (2), the Board finds the existence ofan injustice warranting the following corrective action: The Petitioner was eligible for an Enlistment Bonus in the amount of $5,000 under the New Accession Training Advanced Electronics Field Electronics Computer Program while placed in the Delayed Entry Program on 21 July 2011. However, there is no evidence of an enlistment guarantee generated in the Petitioner's Official Military Personnel File. The Petitioner military record reflects that she had completed Advanced Electronics Field Computer Field "A" School and received electronic data approval upon shipping to Recruit Training. That Petitioner's naval record be corrected, where appropriate, to show that: Petitioner executed Enlistment Guarantees Annex A to DD Form 4 dated 21 July 20 11 with the following guarantees: Option 1 "New Accession Training Advanced Electronics Field Advanced Electronics Computer Field (NAT/AECF) Program ..." and Option 2 "Enlistment Bonus for Source Rate (EBSR) $5,000 Bonus". The Navy Personnel Command (PERS-8 11 ), will pay the EB entitlement as appropriate (provided all EB criteria have been met). A copy ofthis Report ofProceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record ofthe B r · ngs in the above entitled matter. Recorder 5.
