After careful and conscientious consideration of the entire record, the Board for Correction of Naval Records (Board) found the evidence submitted was insufficient to establish the existence of probable material error or injustice. Consequently, your application has been denied. A three-member panel of the Board for Correction of Naval Records, sitting in executive session, considered your application on 10 May 2019. Your allegations of error and injustice were reviewed in accordance with administrative regulations and procedures applicable to the proceedings of this Board. Documentary material considered by the Board consisted of your application, together with all material submitted in support thereof, relevant portions of your naval record and applicable statutes, regulations and policies. In addition, the Board considered the advisory opinion (AO) by Navy Personnel Command, memo 1070 PERS-312 of 4 October 2018, which a copy was previously provided to you for comment. The Board, in its review of your entire record and application, carefully weighed all factors, such as your desire to change your Home of Record (HOR) from , to , and your assertions that the city of , does not exist nor have you ever lived there and you joined the Navy from , . On 6 March 1995, you were released from active duty and transferred to Naval Reserve. On December 2000, you enlisted back in the Navy with an accession date of December 2000. Your HOR on both your DD Form 4/1 Enlistment/Reenlistment Document -Armed Forces of the United States and your DD Form 1966/1 Record of Military Processing -Armed Forces of the United States as Ridge Road, , . The Board concurred with the AO and the Joint Travel Regulations, Appendix A, Part 1, that unless there is a break in service of more than 24 hours or one (1) full day the HOR remains the same, and your record shows no break in service of more than 24 hours or one (1) day since your December 2000 reenlistment. Lastly, as stated in the AO, your record indicates your HOR as , and should read as , . You may request to have this administratively changed by contacting Navy Personnel Command (PERS-312). It is regretted that the circumstances of your case are such that favorable action cannot be taken. You are entitled to have the Board reconsider its decision upon submission of new matters, which will require you to complete and submit a new DD Form 149. New matters are those not previously presented to or considered by the Board. In this regard, it is important to keep in mind that a presumption of regularity attaches to all official records.
