Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to receive entitlement to Sea Duty Incentive Pay-Extension (SDIP-E). 2. The Board, consisting of Mr. , Mr. , and Mr. , reviewed Petitioner's allegations of error and injustice on 29 March 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of the Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before app]ying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action: Petitioner was assigned to USS (CG ) on 12 October 2014. Petitioner submitted requested to extend on USS (CG ) for an additional 12­months. Petitioner conducted the mandatory requirements for SDIP-E consideration and submitted application in a timely manner. Due to an administrative oversight, Petitioner's command failed to submit SDIP application in a timely manner. Petitioner executed 12-month extension on USS (CG )and Projected Rotation Date was modified to reflect 30 September 2018. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: On 8 April 2016, Petitioner executed an Enlisted Personnel Action Request (NAVPERS 1306/7) requesting SDIP-E. Furthermore, the request was received and approved by cognizant authority prior to 12 months from Projected Rotation Date (PRD). Following the approval, Petitioner executed prior to 21 May 2015 an Administrative Remarks (NAVPERS 1070/613) volunteering to extend at sea for SDIP-E for sea duty assignment for 12­months. This change will entitle Petitioner to SDIP-E, at the rate of $500.00 a month for 12-months, to be paid in a lump sum, minus taxes if applicable. Note: Petitioner reported to USS (CG ) on 12 October 2014. Note: In accordance with the guidance of PDM 008-13 dated 26 April 2013, Petitioner must first contact his Personnel/Administrative Department and sign and date a written SDIP-E agreement NAVPERS 1070/613 (Page 13) before he can be paid the SDIP. Petitioner's Personnel/ Administrative Department should forward a copy of the Page 13 to Navy Personnel Command (NPC) via fax to (901) 874-2647/DSN: 882-2647 or email MILL_SDIP@NAVY.MIL. A copy of this Report of Proceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above entitled matter. 5.
