Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to Advance to next paygrade due to Performance Mark Average (PMA) calculation error on test cycle 232. 2. The Board, consisting of reviewed Petitioner's allegations of error and injustice on April 19, 2019 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On March 25, 2014, Petitioner counseled on Evaluation from March 16, 2013 to March 15, 2014. Block 45 marked (MUST PROMOTE) for 3.8 points towards PMA. c. On March 25, 2015, Petitioner counseled on Evaluation from March 16, 2014 to March 15, 2015. Block 45 marked (EARLY PROMOTE) for 4.0 points towards PMA. d. On May 25, 2015, Petitioner's reporting senior submits Evaluation Report Extension to add blocks 10-13. "D On March 15, 2016, Petitioner counseled on Evaluation from May 22, 2015 to March 15, 2016. Block 45 marked (MUST PROMOTE) for 3.8 points towards PMA. f. On April 4, 2016, NAV ADMIN 083/16 released with requirements for September 2016 (Cycle 232) Navy-Wide Petty Officer (E4-E6) Advancement Examination (NW AE). Paragraph (g). "Compute performance mark average (PMA) using all evaluations in the candidate's current rank with an ending date that falls within the following time periods: E6 exam -1 September 2013 to 31 August 2016. g. On November 17, 2016, Petitioner's individual profile for September 2016 (Cycle 232) reflects a PMA of98 and Eval Avg of3.80. Final Multiple of 168.25 and Minimum Multiple Required of 171.68. Status PNA-PTS 0.0/1.5. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that the Petitioner was given 3 performance evaluations during required ending dates per reference (b), which adjusted PMA points to 103.6 with an Eval Average of 3.87 prior to the day of the regularly scheduled September (Cycle 232) NWAE. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: The Petitioner's Examination Profile Information and Exam Status sheet from the September 2016 Cycle 232 NW AE is modified to read PMA points "103.6" vice "98.0" with Eval Average of(3.87) vice (3.80). The FMS (Final Multiple Score) is "173.85 "vice "168.25 ". Note: Minimum Multiple Required score was 171.68. The Petitioner was advanced to AEl effective June 16, 2017 with a TIR of January 1, 2017. Note: Defense Finance & Accounting Service (DFAS) will complete an audit of Petitioner's records to determine if Petitioner is due any back pay and allowances A copy of this Report of Proceedings will be filed in Petitioner's naval record. 4.
