Pursuant to the provisions of reference (a), Petitioner, a non-commissioned officer of the Navy, filed enclosure (1) with this Board requesting an update to his Physical Readiness Information Management System (PRIMS) record for the cycle 1-2015 physical readiness test results. 2. The Board, consisting of , reviewed Petitioner's allegations of error and injustice on 10 September 2019, and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval records, a 4 January 2019 advisory opinion (AO) furnished by Physical Readiness Program Office (PRPO), as well as applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice found as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In enclosure (1), Petitioner contends the body composition assessment (BCA) and physical readiness test (PRT) were preformed, but the PRT score is missing from his PRIMS record. c. In a 25 June 2018 correspondence, contained in enclosure (2), the Commanding Officer (CO), Naval Nuclear Power Training Unit, Ballston Spa requested a correction to Petitioner’s PRIMS record based upon the provided physical fitness assessment (PFA) data. The CO explained that the Assistant Command Fitness Leader (ACFL) entered the Petitioner’s BCA into PRIMS; however, he/she did not enter the Petitioner’s PRT portion into PRIMS and Petitioner did pass both the BCA and PRT. d. On 4 January 2019, the organization having cognizance over Petitioner’s physical fitness record, PRPO N170 submitted enclosure (3), advising that an official PRT score sheet for cycle 1-2015 is required to update Petitioner’s record. CONCLUSION: Upon review and consideration of all the evidence of record, the Board found the existence of an injustice warranting corrective action. The Board noted Petitioner’s Commanding Officer advocacy letter and determined that it adequately explained the reason Petitioner’s score was not correctly recorded at the time of the PFA. The Board further determined that the CO’s letter is sufficient evidence that Petitioner’s PRIMS record should be corrected. As such, the Board concluded Petitioner’s PRIMS record shall be updated to reflect passing for PFA cycle 1-2015 using the data provided in enclosure (2). RECOMMENDATION: Petitioner’s PRIMS record be corrected by updating Petitioner’s PRT data and changing his PFA cycle 1-2015 results to passing. Any material or entries inconsistent with, or relating to, the Board’s recommendation be corrected, removed or completely expunged from Petitioner’s record, and that no such entries or material be added to the record in the future. This includes, but is not limited to, all information systems or database entries referencing or discussing the expunged material. No other changes to Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
