Pursuant to the provisions ofreference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to correct the awards and education points earned prior to competing for the August 2016 (Cycle 099) Navy Wide Advancement Examination (NWAE). 2. The Board, consisting of , reviewed Petitioner's allegations oferror and injustice on 20 July 2018 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence ofrecord. Documentary material considered by the Board consisted ofthe enclosures, relevant portions of Petitioner's naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts ofrecord pertaining to Petitioner's.allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department ofthe Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner's application has commented to the effect that the request has merit and warrants favorable action. c. Petitioner earned the Joint Service Achievement Medal (JSAM) for the inclusive period of 1November2009 through 25 May 2010. d. Petitioner earned a Bachelor of Science degree from 2015. e. Petitioner earned the Navy and Marine Corps Achievement Medal (NAM) for the inclusive period of 1 November 2007 through 9 September 2015. on 9 May CONCLUSION Upon review and consideration ofall the evidence ofrecord, and especially in light ofthe contents ofenclosure (2), the Board determined JM'Petitioner was awarded and earned the JSAM, NAM and Bachelor Science degree prior to the day ofthe regularly scheduled August 2016 (Cycle 099) NWAE. The Board finds the existence ofan injustice warranting the following corrective action. RECOMMENDATION That Petitioner's naval record be corrected, where appropriate, to show that: The Petitioner's Examination Profile Information and Exam Status sheet from the August 2016 Cycle 099 NWAE is modified to read 4 awards points and 4 education points. The FMS (Final Multiple Score) is "164.81" vice "158.81 ". Note: Minimum Multiple Required score was 164.10. The Petitioner was advanced to E-6 effective 16 June 2017 with a Time in Rate date of 1January2017. Defense Finance and Accounting Service (DFAS) will complete an audit of Petitioner's records to determine if Petitioner is due any back pay and allowances. A copy ofthis Report ofProceedings will be filed in Petitioner's naval record. 4. It is certified that quorum was present at the Board's review and deliberations, and that the foregoing is a true and complete record of the Board's proceedings in the above entitled matter .
