Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner received entry grade credit (EGC) for experience in a related health profession and advance to O-3. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 2 August 2019 and, pursuant to its regulations, determined that the corrective action indicated below be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants partial favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Professional Review Board approved 2 years of EGC for her qualifying Master degree of Public Health conferred on 24 May 2017. Furthermore, Petitioner demonstrated experience from 25 May 2017 to 16 February 2018 prior to her commissioning on 17 August 2018; however, due to administrative oversight she failed to receive EGC credit of 4 months and 11 days. Lastly, she did not receive constructive credit for her Doctor of Philosophy degree since it was not her qualifying degree and it was conferred (31 October 2018) after her commissioning into the Navy. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was awarded 4 months and 11 days of EGC for experience in her related health profession. The Officer Appointment Acceptance and Oath of Office (NAVPERS 1000/4), sworn on 17 August 2018 as a Lieutenant Junior Grade/O-2 is modified to read block 19 (Permanent grade date) is “5 October 2017” vice “16 February 2018”, and block 21 (Present grade date) is “5 October 2017” vice “16 February 2018”. That part of the Petitioner's request for corrective action that exceeds the foregoing be denied. Petitioner has not exhausted all administrative channels in seeking this correction. With this change, Petitioner will have obtained 24 months in grade. It is recommended that she contact the Navy Personnel Command Center at (833) 330-6622 for information regarding the Lieutenant All-Fully-Qualified-Officer-List (AFQOL). If Petitioner receives unsatisfactory results, she should resubmit a DD Form 149. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
