Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was issued orders prior to his personally procured move (PPM) and reimbursement was authorized. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 11 February 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 15 September 2018, Petitioner moved his HHG from , to , . c. On 18 September 2018, Petitioner certified a DD Form 2278 (Application for do it yourself move and counseling checklist). d. On 18 September 2018, Petitioner was issued official separation orders (BUPERS Order: ). e. On 21 November 2018, Petitioner was released from active duty and transferred to the Navy Reserve. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of reference (b), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that Petitioner was entitled to a PPM; however, due to delay in the issuance of his separation orders, Petitioner did not receive his orders prior to his move. Therefore, his request for reimbursement was denied. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner’s official separation orders (BUPERS Order: 2618) were issued on “14 September 2018” vice “18 September 2018”. Note: Petitioner is advised to submit a personally procured move reimbursement claim to the Navy household goods audit team.
