Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to be retroactively advanced to Cryptologic Technician Interpretive First Class (CTI1)/E-6 from the September 2018 (Cycle 240) Navy Wide Advancement Examination (NWAE). 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 17 November 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. In accordance with reference (b), advancement to paygrades E4-E6 will be awarded 2 points for an accredited Associates Degree. Reference (c), indicates awards points are to be entered on the worksheet only when approved or earned prior to the day of the regularly scheduled NWAE. The maximum award points for E6 candidates is 12 points. b. On 16 October 2012, Petitioner earned an Associate of Arts (AA) Degree (2 points) from Defense Language Institute Foreign Language Center. c. On 16 June 2013, Petitioner was advanced to Cryptologic Technician Interpretive Second Class/E-5. d. On 15 May 2015, Petitioner was awarded a Joint Service Achievement Medal (JSAM) (2 points). e. Petitioner completed Individual Augmentee assignment to from 4 January 2018 through 15 June 2018 (2 points). f. Petitioner was awarded a Flag Letter of Commendation (FLOC) (1 point) for the inclusive period of 4 January 2018 to 31 March 2018. g. On 6 September 2018, Petitioner participated in Cycle 240 NWAE and passed not advanced. h. On 23 October 2018, Petitioner was awarded a Joint Commendation Medal (JSCM) (3 points) for the inclusive period of 4 January 2018 to 15 June 2018. i. On 16 March 2020, Petitioner was advanced to CTI1/E-6. j. On 31 August 2020, Petitioner was awarded an Air Medal (AM) (3 points) for the inclusive period of 17 May 2017 to 15 August 2017. CONCLUSION Upon review and consideration of all the evidence of record, the Board finds the existence of an injustice warranting the following corrective action. The Board determined Petitioner earned 11 awards points and 2 education points prior to the day of the regularly scheduled September 2018 (Cycle 240) NWAE; therefore, the Board felt that under these circumstances, relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's Examination Profile Information and Exam Status sheet from the September 2018 Cycle 240 NWAE is modified to read Awards is “11” vice “2”, Education Points is “2” vice “0”, and FMS (Final Multiple Score) is "168.14" vice "157.14". Note: The Minimum Multiple Required was 161.15. Petitioner was advanced to CTI1/E-6 effective "16 June 2019" vice “16 March 2020” with a time in rate (TIR) of "1 January 2019" vice “1 January 2020”. Defense Finance and Accounting Service will complete an audit of Petitioner’s pay records to determine back pay and allowances. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
