Pursuant to the provisions of the reference, Petitioner, a former enlisted member of the Navy, filed the enclosure with the Board for Correction of Naval Records (Board), requesting correction of his social-security number (SSN) in his naval record. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 23 March 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosure, relevant portions of Petitioner’s naval service record, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. Although the enclosure was not filed in a timely manner, it is in the interest of justice to review the application on its merits. c. Petitioner enlisted in the United States Navy and began a period of duty on 24 February 1977. Petitioner served honorably until his discharge on 25 December 1979. Petitioner’s military records reflect the SSN of . Petitioner states that, when he enlisted in the Navy, his recruiter made a typographical error with respect to the last four digits of his SSN. Petitioner contends that his correct SSN is d. Petitioner provides a copy of his social-security card, with the SSN of , and a copy of his birth certificate in support of his application. Petitioner asks that his SSN be changed to reflect the correct SSN of . CONCLUSION: The Board, in its review of Petitioner’s entire record and application, carefully considered Petitioner’s contentions and the evidence he provided in support of his application. The Board relied on Petitioner’s social-security card, birth certificate, and statement in his application. The Board found that Petitioner’s SSN as reflected in his naval record is erroneous and appears to have been entered incorrectly when he joined the Navy. The Board found that Petitioner is entitled to have his SSN changed on his Certificate of Release or Discharge from Active Duty (DD Form 214), to reflect the SSN of. In view of the above, the Board directs the following corrective action. RECOMMENDATION: That Petitioner be issued a new DD Form 214 with the SSN of . That a copy of this report of proceedings be filed in Petitioner’s naval record. That, upon request, the Department of Veterans Affairs be informed that Petitioner's application was received by the Board on 7 February 2020. 4.
