Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with this Board requesting, in effect, that the applicable naval record be corrected to show Petitioner was authorized to execute PPM (DITY) move during July 2019 with reimbursement not to exceed 7,000 lbs. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 29 October 2020 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. In accordance with reference (b), final settlement for reimbursement of personally procured transportation, regardless of the transportation method, is based on the GCC of the actual weight moved, limited to the authorized PCS weight allowance. Submit certified weight certificates or an acceptable constructed HHG weight with the claim for reimbursement. The Government cannot incur moving expenses for HHG that is more than 100% of the Government’s projected cost to transport the HHG commercially. c. On 29 October 2018, Petitioner was issued official change duty orders (BUPERS order: 3028) detaching with an effective date of departure June 2019 and a report date to with effective date of arrival 14 July 2019. Additionally, Petitioner was advised to consult his local Household Goods (HHG) personal property office regarding specific HHG and personal property shipment entitlements. d. On 10 June 2019, Petitioner transferred from . e. On 14 July 2019, Petitioner arrived to for duty. f. On 20 July 2019, Petitioner rented an RV – 6’ x 12’ Van Trailer, with a return date of 21 July 2019. g. On 15 November 2019, Petitioner signed, and counselor certified, a DD Form 2278 (Application for Do It Yourself Move and Counseling Checklist) authorizing a DITY move from to , with an estimate weight of Household Goods (HHG) for 7000 lbs. with an estimated gross incentive of $4,919.19. Furthermore, the Distribution Management Office (DMO) assisted Petitioner with getting an estimated inventory and cubic weight of this HHG to turn in with his claim since he did not obtain weight tickets. h. On 25 February 2020, Petitioner’s claim was denied. i. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that due to lack of counseling at origin, petitioner did not obtain weight tickets and the Navy Household Goods-Audit Team (HHG-AT) correctly denied his PPM claim. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was authorized to execute PPM (DITY) move during July 2019 from , to with reimbursement not to exceed 7,000 lbs. Note: Petitioner is advised to resubmit his PPM claim and a copy of this Board of Correction of Naval Records (BCNR) decision letter to the Navy HHG-AT for incentive payment of his PPM based on the cubic weight of 7,000 lbs. minus 25% for taxes. Settlement of this claim is chargeable to the line of accounting on Petitioner’s official change duty orders (BUPERS order: 3028). A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
