Pursuant to the reference, Petitioner, a former enlisted member of the Navy, filed the enclosure with this Board requesting a change to her reentry (RE) code. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 7 April 2020, and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of her naval service records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner enlisted in the Navy and began a period of active duty service on 24 January 2018. In December 2018, Petitioner received non-judicial punishment (NJP) for violation of the Uniform Code of Military Justice, Article 92 (failure to obey order or regulation, dereliction of duty). Following Petitioner’s NJP, processing for administrative separation was recommended. c. Petitioner’s evaluation for the period of 8 December 2018 to 11 February 2019, reflects a score of 2.67, a recommendation for retention, and a rating of “Progressing.” d. Petitioner’s available records do not reflect her administrative separation package paperwork. Her Certificate of Release or Discharge from Active Duty (DD Form 214) reflects that she was discharged from the Navy on 12 March 2019, on the basis of a Pattern of Misconduct, and received an honorable characterization of service and an RE-4. e. Petitioner requests a change to her RE-4 so that she may reenlist in the United States Army. She notes that she received an honorable characterization of service, and states that since her discharge she has enrolled in college and is studying Criminal Justice. CONCLUSION: Upon review and consideration of all the evidence of record, the Board concluded that Petitioner’s request warrants relief. The Board noted that Petitioner’s administrative discharge record is not reflected in her available service record, but considered that she received an honorable characterization of service and that she was recommended for retention in her final evaluation. The Board also took into account Petitioner’s post-service accomplishments and her desire to return to military service. The Board concluded that her DD Form 214 should be changed to reflect a narrative reason of “Secretarial Authority” and an RE code of RE-1J. RECOMMENDATION: In view of the above, the Board directs the following corrective action: That Petitioner’s naval record be corrected to show that on 12 March 2019, Petitioner was issued a honorable discharge by reason of “Secretarial Authority” with an RE code of RE-1J. That Petitioner be issued a new DD Form 214. That a copy of this report of proceedings be filed in Petitioner’s naval record. That, upon request, the Department of Veterans Affairs be informed that Petitioner’s application was received by the Board on 21 February 2020. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
