Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received both a Selective Retention Bonus (SRB) and Early Reenlistment Kicker. 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 23 March 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 20 September 2010, Petitioner entered active duty. c. On 31 October 2014, Petitioner reenlisted for 4 years. Later he extended enlistment for 14 months, and 6 months respectively. Petitioner’s End of Active Service (EAS) was 30 June 2020/End of Current Contract (ECC) was 30 December 2019. d. On 21 January 2017, Petitioner joined USMC for duty as a 8411 PMOS. e. On 1 April 2018, Petitioner was promoted to Staff Sergeant/E-6. f. In accordance with reference (b) [3 July 2019], this bulletin announces the SRB program and the BSSRB program authorized for FY20. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D and E) who reenlist on or after 5 July 2019 are eligible for the FY20 SRB program. This will include any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2019 to 30 September 2020. Marines in Zones A, B, and C who submit for a 48 month reenlistment between 5 July 2019 through 30 September 2019 with a PMOS that is listed in section(s) 3.m, 3.n, and 3.o, and are subsequently approved, will rate an 8,000 dollar Early Reenlistment Kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. After 30 September 2019, this Early Reenlistment Kicker will expire. Zone B applies to those active component Marines with 6 to 10 years of active military service. Marines with exactly 10 years of active service on the date of reenlistment may be paid a Zone B PMOS bonus if they have not previously received a Zone B PMOS bonus. Zone B PMOS bonus payments for Marines who reenlist for at least 48 months obligated service are authorized as listed below in dollars (bonuses for Marines who reenlist for 36 to 47 months obligated service will be calculated as per para 3.j). Furthermore, a zone “B” SRB for MOS 2847 was not authorized. g. On 16 September 2019, Petitioner’s Careerist Active Duty Reenlistment was sumbitted, and was approved by HQMC on 20 December 2019. h. In accordance with reference (c) [26 September 2019], this bulletin announces a change to reference (A), the SRB program and the BSSRB program authorized for FY20. The FY 20 SRB plan will change to meet the requirements of the FY retention campaign. Other than the changes outlined in paragraphs 3 and 4, all authorities directed in reference (A) remain in effect. References (C) through (E) contain amplifying information regarding the SRB program. FY 20 Marines who hold the PMOSs of 2874 and 2862 or reenlist with 2874 or 2862 as an IMOS will now rate SRB amounts as described below in sections 3.a and 3.b. Zone B PMOS bonus eligibility in dollars. PMOS “2862”, E5 & Below “N/A”, E6 & Above “14,000”. PMOS “2874”, E5 & Below 12,500 E6 & Above 14,000 i. On 21 December 2019, Petitioner reenlisted for 4 years. j. On 6 February 2020, Petitioner transferred. k. On 14 February 2020, Petitioner arrived to MC School, for training as a 0600 PMOS. l. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that due to no fault of Petitioner, he never received the IMOS 2862 upon arrival to the 2862 school. Furthermore, he will be eligible for SRB when he successfully graduates from school. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner was issued Permanent Change of Station Orders (PCSO) Duty Under Instruction (DUINS) to 2862 school and was assigned an Intended Military Occupational Specialtly (IMOS) of 2862A. The enlistment/reenlistment document (DD Form 4) executed on 21 December 2019 for a term of 4 years and 1 month, vice 4 years. Note: This change will entitle the member to a zone “B” SRB for MOS 2862 upon completion of his school, which is capped at $14,000 for 48 months of additional obligated service. Remaining obligated service to 30 December 2019 will be deducted from SRB computation. Furthermore, Petitioner is entitled to a $8,000 Early Reenlistment Kicker. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)) and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy. 5/5/2021
