COURTHOUSE ROAD, SUITE 1001 ARLINGTON, VA 22204-2490 Docket No: 2330-20 Ref: Signature Date From: Chairman, Board for Correction of Naval Records To: Secretary of the Navy Ref: (a) Title 10 U.S.C. 1552 Encl: (1) DD Form 149 1. The Board, consisting of , reviewed Petitioner's allegations of error and injustice on 7 May 2020, and pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of the naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. Petitioner entered active duty with the Marine Corps on 1 June 1970 with an incorrect social security number listed as . Based on his birth certificate and social security card, his actual social security number is . After completing his obligated active service, Petitioner was discharged on 31 May 1973 and issued a DD Form 214 that contained the incorrect social security number. He later attempted to correct his social security number with Headquarters, U.S. Marine Corps in 1991 without success. Petitioner was able to qualify for some Department of Veterans Affairs (VA) benefits using his correct social security number but has recently been denied VA medical care due to the social security number discrepancy on his DD Form 214. CONCLUSION Upon review and consideration of all the evidence of record, the Board finds the existence of an error warranting relief. Specifically, the Board determined that the preponderance of the evidence supports a finding that Petitioner’s social security number is inaccurate on his DD Form 214 and should be changed to allow him to qualify for veterans benefits. RECOMMENDATION In view of the above, the Board directs the following corrective action. Petitioner’s naval record be corrected by issuing Petitioner a new DD Form 214 with the social security number of . No other change is required. 4.
