Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting modification of his Fitness Report and Counseling Record for the reporting period 2 May 2015 to 29 February 2016. 2. The Board, consisting of , reviewed Petitioner’s allegations of error and injustice on 25 February 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval records, and applicable statutes, regulations, and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner’s allegations of error and injustice, found as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulation within the Department of the Navy. b. Petitioner was issued enclosure (2), a Periodic/Regular Fitness Report for the reporting period 2 May 2015 to 29 February 2016. Petitioner contends that he successfully completed two Physical Readiness Tests (PRTs) during the reporting period but that only one was correctly captured in the fitness report. He also asserts that his Physical Readiness Information Management System (PRIMS) record correctly reflects this information and that his fitness report should be revised to align with PRIMS. c. The advisory opinion (AO), enclosure (3), furnished by the Navy Personnel Command (PERS-32), determined that the contested report is in error and recommend that the fitness report be corrected by submission of a Letter-Supplement from the original reporting senior or direction from the Board to make the necessary revisions. With regard to PERS-32’s recommendation for his reporting senior to submit a supplemental letter, Petitioner asserts that his commanding officer has already retired and that it is beyond two years for a Letter of Supplement to rectify the discrepancy. Enclosure (4). CONCLUSION Upon review and consideration of all the evidence of record, the Board determined that Petitioner’s request warrants relief. The Board concurred with the AO’s recommendation that PERS-32 correct the fitness report, given that Petitioner’s reporting senior has retired and submission of a supplemental letter beyond two years from the date of the report is not in accordance with guidance provided in reference (b). The Board thus concluded that Petitioner’s fitness report shall reflect that he passed his Cycle 1-2015 Physical Fitness Assessment (PFA), RECOMMENDATION In view of the above, the Board recommends the following corrective action. Petitioner’s naval record be corrected by modifying enclosure (2), his Fitness Report and Counseling Record for the reporting period 2 May 2015 to 29 February 2016. Specifically, change Block 20 from “P” to “PP” and add “15-1” to the PFA Section of Block 29. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5. Pursuant to the delegation of authority set out in Section 6(e) of the revised Procedures of the Board for Correction of Naval Records (32 Code of Federal Regulations, Section 723.6(e)), and having assured compliance with its provisions, it is hereby announced that the foregoing corrective action, taken under the authority of reference (a), has been approved by the Board on behalf of the Secretary of the Navy.
