Pursuant to the provisions of reference (a) Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting his naval record be corrected to establish entitlement to the Fiscal Year 2018 (FY18) Special Duty Assigments (SDA) Kicker. 2. The Board, consisting of reviewed Petitioner’s allegations of error and injustice on 25 May 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, found that, before applying to this Board, he exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. The Board made the following findings: a. In accordance with reference (b), Marines in Zone “A”, “B”, and “C” who submit a 48 month reenlistment in which they volunteer for an initial Free Military Occupational Specialty of 0911, 8411, or 8156 from 5 July 2017 to 31 December 2017, will rate a $20,000 reenlistment kicker. This is in addition to the Selective Reenlistment Bonus alloted to the Marines Primary Military Occupational Specialties. b. On 12 February 2008, Petitioner was accessed into active duty. c. On 8 September 2017, Petitioner submitted reenlistment request to Manpower Management Enlisted Assigments (MMEA) volunteering for recruiting duty; the request was approved on 30 January 2018. d. On 13 February 2018, Petitioner reenlisted for 48 months of additional obligated service. e. On 12 December 2018, Petitioner completed the Basic Recruiter Course. f. On 23 January 2019, Petitioner was assigned to United States Marine Corps Recruiting Station New Jersey. g. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. Petitioner met the basic eligibility criteria for an SDA Kicker; however, his Career Planner failed to properly complete the process as outlined in reference (b). Petitioner submitted reenlistment request prior to the 31 December 2017 deadline; therefore; the Board felt, under these circumstances, relief is warranted. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Petitioner's DD Form 4, Enlistment/Reenlistment Contract dated 12 February 2018 is amended to reflect: Block 8.b (Remarks) “SDA Kicker in the amount of $20,000 (before taxes)” vice “None”. Note: Defense Finance and Accounting Service will complete an audit of Petitioner’s pay records to determine incentive payment due. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that a quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above-entitled matter. 5.
