Pursuant to the provisions of reference (a), Subject, hereinafter referred to as Petitioner, filed enclosure (1) with the Board for Correction of Naval Records (Board), requesting that his naval record be corrected to show Petitioner was eligible for and received an Aviation Maintenace Kicker. 2. The Board, consisting of , and , reviewed Petitioner’s allegations of error and injustice on 25 May 2021 and, pursuant to its regulations, determined that the corrective action indicated below should be taken on the available evidence of record. Documentary material considered by the Board consisted of the enclosures, relevant portions of Petitioner’s naval record, and applicable statutes, regulations and policies. 3. The Board, having reviewed all the facts of record pertaining to Petitioner's allegations of error and injustice, finds as follows: a. Before applying to this Board, Petitioner exhausted all administrative remedies available under existing law and regulations within the Department of the Navy. b. On 9 January 2007, Petitioner entered active duty. c. On 1 November 2014, Petitioner was promoted to Staff Sergeant/E-6. d. On 25 August 2016, Petitioner reenlisted for 4 years with an ECC of 24 August 2020. e. On 28 November 2016, Petitioner join MCC VM3 for duty. f. In accordance with reference (b) [5 July 2019], This bulletin announces he SRB program and the BSSRB program authorized for FY20. With the advent of several new SRB programs, Marines are encouraged to thoroughly review the contents of this bulletin. First term Marines (Zone A) and career Marines (Zone B, C, D and E) who reenlist on or after 5 July 2019 are eligible for the FY20 SRB program. This will include any regular component first term or career Marine with an End of Current Contract (ECC) from 1 October 2019 to 30 September 2020. All Corporals through Gunnery Sergeants holding current qualifications and Necessary MOSs (NMOS) of 6012-Safe For Flight (SFF) Controller, 6016-Collateral Duty Inspector (CDI), 6017-Collateral Duty Quality Assurance Representative (CDQAR), or 6018- Quality Assurance Representative (QAR), in the below MCCs who reenlist for 48 months, and agree to remain in a specified MCC for the first 24 months (following the end of their current contract), will rate a 20,000 dollar kicker in addition to the PMOS bonus amount listed in section(s} 3.m, 3.n, and 3.o. If no PMOS bonus is listed in section(s) 3.m, 3.n, and 3.o, the Marine rates a lump sum bonus of 20,000 dollars. MCCs Authorized for Aircraft Maintenance Kicker: “…VM3…”. All Corporals through Gunnery Sergeants holding current qualifications and Necessary MOSs (NMOS) of 6012-Safe For Flight (SFF) Controller, 6016-Collateral Duty Inspector (CDI), 6017- Collateral Duty Quality Assurance Representative (CDQAR), or 6018- Quality Assurance Representative (QAR), in the below MCCs, who reenlist for 48 months, and agree to accept a 36 month obligation to the MCCs listed in section 3.a.2.a (following the end of their current contract) will rate a 20,000 dollar kicker in addition to the PMOS bonus amount listed in section(s) 3.m, 3.n, and 3.o. Marines must meet current time on station requirements to be eligible for PCS orders. MCCs Authorized for Aircraft Maintenance Kicker with 36 month obligation to MCCs listed in section 3.a.2.a: “…MDT…” g. On 23 August 2019, Marine Corps Basic Order was published. On 29 August 2019, Petitioner’s orders were modified. Direct and transfer Marine to proceed and report not later than 8 November 2019 and report not earlier than 7 November 2019 to CNATT (Perm Pers) MCAS New River NC Monitored Command Code MDT for duty in BMOS 6326. Furthermore, tour length was 24 months, CONUS (Operational-No Cost Reassignment or PCA). h. On 7 November 2019, Petitioner transferred, and join for duty on 14 November 2019. i. On 13 November 2019, Petitioner’s Careerist Active Duty Reenlistment was submitted, and approved by HQMC on 14 March 2020. j. On 28 March 2020, Petitioner reenlisted for 4 years with an ECC of 27 March 2020. k. In correspondence attached as enclosure (2), the office having cognizance over the subject matter addressed in Petitioner’s application has commented to the effect that the request has merit and warrants favorable action. CONCLUSION Upon review and consideration of all the evidence of record, and especially in light of the contents of enclosure (2), the Board finds the existence of an injustice warranting the following corrective action. The Board concluded that on 14 March 2020, HQMC approved Petitioner’s request for reenlistment and Aircraft Maintenance Kicker; however, Petitioner did not receive the Aircraft Maintenance Kicker. The Board concluded that Petitioner held the qualifications for MOS 6016, 6017, and 6018 and Petitioner was stationed at a qualifying MCC. RECOMMENDATION That Petitioner’s naval record be corrected, where appropriate, to show that: Paragraph 8b (Remarks) of the DD Form 4/1 executed on 28 March 2020, listed REENLISTED FOR THE FOLLOWING INCENTIVE: $20,000 AIRCRAFT MAINTENANCE KICKER vice NONE. Note: This change will entitle the member to a $20,000 Aircraft Maintenance Kicker upon agreeing to remain at the MCC for 36 months. A copy of this Report of Proceedings will be filed in Petitioner’s naval record. 4. It is certified that quorum was present at the Board’s review and deliberations, and that the foregoing is a true and complete record of the Board’s proceedings in the above entitled matter. 5.
